Difficulties in removing vocational training points for students entering grade 10

Speaking at the meeting, Ms. Truong Thi Thanh Huong - Director of Nghe An General Technical - Vocational Guidance Center said that one of the functions and tasks of the unit is to open classes to teach technology, engineering, general vocational training and career counseling for students, including vocational training for secondary school students.
Recently, thanks to the policy of adding points for vocational secondary school students when taking the entrance exam to grade 10, the number of vocational secondary school students has increased; however, starting from the 2018-2019 school year, the additional points will be removed, which will certainly cause difficulties in performing the functions and tasks of the center.
Ms. Huong affirmed that vocational training for secondary school students aims to provide career guidance and vocational counseling to students, thereby classifying students. This is an activity with an important role and meaning, contributing to reducing waste in training work, while overcoming the current situation of "too many teachers, not enough workers".
Therefore, the Director of Nghe An General Technical - Vocational Guidance Center requested the Provincial People's Committee and the Department of Education and Training to pay attention to developing vocational education and in-depth career counseling for high school students; thereby rearranging the organization and restructuring the team to operate effectively.

Through research, the working group assessed that the Provincial Continuing Education Center and the Nghe An General Technical - Vocational Guidance Center have paid attention to arranging the internal organization of the unit, such as the Nghe An General Technical - Vocational Guidance Center has reduced from 8 to 6 departments, professional and technical groups; the Provincial Continuing Education Center currently has 5 departments, professional groups.
The management and use of staff in the units are ensured in accordance with regulations, with 41 staff belonging to the Provincial Continuing Education Center and 31 staff at the Nghe An General Technical - Vocational Guidance Center. Therefore, the human resources at the 2 centers are multi-functional, 1 person performs many tasks or exceeds the teaching quota.
At the meeting, members of the monitoring delegation were concerned with many issues, including clarifying whether the functions, tasks and recruitment were linked to the functions and tasks of each unit; training and fostering of staff; autonomy in public service units; proactive arrangement and readiness to merge units with similar functions and tasks in the spirit of Resolution 6 of the Central Committee (term XII).

Deputy Chief of Office of the Provincial People's Council Nguyen Thi Anh Hoa raised some suggestive issues for the units: Nghe An General Technical - Vocational Guidance Center is enjoying 100% of the budget and needs to study to implement autonomy, while the Provincial Continuing Education Center needs to increase the autonomy rate, thereby reducing expenditures and reducing the number of people receiving salaries from the budget.
Along with that, according to Ms. Hoa, units also need to research and expand fields and subjects to promote the socialization of professional activities and operate more effectively.
Concluding the meeting, in addition to acknowledging the seriousness in the arrangement of the organizational apparatus, management and use of payroll and contracts of the units, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed that the requirement to arrange and merge units with similar functions and tasks is a common policy to ensure more effective operations. Therefore, the units need to be proactive and pay attention to doing a good job of ideological work among the staff and workers.

At the same time, units need to proactively research, calculate, and develop their own projects to continue to arrange and reduce at least 1 department and professional team according to the province's policy.
At the same time, units need to screen their staff, select capable and dedicated people to arrange and assign appropriately, and identify those who do not meet the requirements to gradually streamline, ensuring a 10% reduction in staff in each unit.
