Mr. Diep also said that Vinh University has more than 20,000 students, so management is a problem. The solution to student management mainly focuses on propaganda work in many forms to help students stay away from social evils. In addition to organizing a civic activity week for all students at the beginning of the school year, every week the school sends its staff and lecturers to the areas where students rent accommodation to summarize the situation of non-resident students.
Regarding support for disadvantaged students, Mr. Hoang Ngoc Diep said that last school year, Vinh University granted full scholarships to 30 students in difficult circumstances, each worth 28 million VND; established the Vinh University Shelter Club to support 38 students who are orphans, arranged completely free dormitory accommodation and a monthly allowance of 200,000 VND, and supported them in finding part-time jobs at the school so they could earn extra income. These activities aim to help students have more motivation to study in a healthy environment, away from social evils.

At the Vietnam - Korea Technical and Industrial College, Mr. Nguyen Dinh Ninh - Head of Student Affairs Department said that with nearly 3,000 students, mainly living outside the dormitory, management work also faces many difficulties.
Mr. Nguyen Ngoc Tung - Deputy Chief of Nghi Phu Commune Police, where the school is located, said that there are currently 10 pawnshops in the area. Every month, the commune police conduct inspections at each location, but only at the level of warnings, and no cases have been deterred or punished.

According to the "regulations" of many pawnshops, students who want to use their student credit cards to borrow money need to have someone else borrow with them to avoid "risk" for the pawnshop owner. |

According to Lieutenant Colonel Nguyen Thi Thanh Hoa - Captain of the Administrative Management Team for Social Order - Vinh City Police, individuals or organizations, after meeting all the conditions (capital, legal procedures, security and order, fire prevention...), only need to obtain a business registration certificate to be able to open a pawn shop.
However, licensing is easy, but managing this type of business is not simple. To deceive the authorities, pawnshops often arrange transaction points in one place and leave assets in another, so it is very difficult to control and detect assets of unknown origin.
Even if discovered, there is not enough evidence, because when arriving at the scene, the subjects have promptly destroyed or dispersed the evidence, or if evidence is found, the punishment is only in the form of a warning, so it is not enough of a deterrent.
Furthermore, pawning with high interest rates and loan sharking are often verbal agreements between two parties and are rarely recorded in documents or papers, making them even more difficult to handle...
