Difficulty in attracting good personnel in the field of radio and television
(Baonghean.vn) - Although the Provincial People's Committee has approved a policy to attract 22 necessary job positions, Nghe An Radio and Television Station still has not found any good people.
That was one of the issues raised at the meeting of the Standing Committee of the Provincial People's Council with the Provincial Radio and Television Station on the morning of April 23 under the supervision program on the organization of apparatus, payroll, and contracts in State administrative agencies and public service units in the province.

Through monitoring, the Standing Committee of the Provincial People's Council noted: The total number of employees of the Provincial Radio and Television Station in recent years has not exceeded the total number of employees assigned by the province. Specifically, in 2015, the province assigned 145 employees and the actual number of employees was 140 people; in 2016, the province assigned 142 employees and the actual number of employees was 129 people; in 2017, the province assigned 134 employees and the actual number of employees was 123 people.

Analyzing the operating mechanism of the Station from fully subsidized to partially autonomous and the increasingly high development requirements of the unit with a number of additional activities and services, Head of the Economic - Budget Committee of the Provincial People's Council Le Hong Vinh said: The Provincial Radio and Television Station needs to clearly define the operating model associated with building a project to organize the apparatus and build internal spending regulations in accordance with the autonomous mechanism, ensuring the regime and policies for employees.

Explaining and clarifying some issues of concern to the working delegation of the Provincial People's Council Standing Committee, Director of the Provincial Radio and Television Station Nguyen Nhu Khoi said that the field of radio and television has been developing strongly in technology and the quality requirements are increasingly high.
In recent years, although the Provincial People's Committee has approved the policy of attracting 22 necessary job positions, it has not been able to attract them. To meet the requirements of the task, the Station has requested and received the Provincial People's Committee's approval for the policy of recruiting contracts for 19 necessary positions.
According to Mr. Nguyen Nhu Khoi, the nature of the radio and television field requires technological development, high creativity and youthfulness, requiring the attraction of qualified staff, so streamlining the payroll according to the "2 out, 1 in" mechanism is difficult to implement.

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong suggested that the Provincial Radio and Television Station should review, adjust, supplement, and improve the quality of the job position project, ensuring it is close to reality and has long-term stability in its staffing. On the other hand, the Station also needs to closely review and arrange department leaders and staffing with job positions; review contract workers with necessary job positions to promptly resolve in the direction of recruiting to ensure long-term stability or terminate the contract.
The Vice Chairman of the Provincial People's Council requested the Station to review the unit's staff streamlining project, in conjunction with the 10% streamlining roadmap by 2021; continue to increase the autonomy mechanism, gradually reduce budget expenditures for radio and television activities; actively attract high-quality resources associated with training and fostering, gradually restructure and improve the quality of the staff, civil servants and workers to suit their positions and jobs, meeting the requirements of the unit's political tasks.
