Merging and dissolving many agencies and units
The Department of Health is one of 12 units selected by the Provincial Party Committee to pilot the implementation of Resolution 6 of the Central Committee (term XII). Up to this point, the Department has developed a project with a plan and roadmap for specific implementation of tasks. In the immediate future, the Department will dissolve 6/8 regional polyclinics in 2018. By 2020, the centers will be merged, including the Preventive Medicine Center, the Reproductive Health Care Center, the HIV/AIDS Prevention Center, the Malaria - Insect - Parasite Prevention Center, the Provincial Health Communication - Education Center into the Provincial Center for Disease Prevention and Control; the Population - Family Planning Center will be merged into the District Health Center.
Particularly for the Pharmaceutical - Cosmetic - Food Testing Center, additional organizations within the units will be merged to perform similar tasks of inspection, testing, calibration and additional tasks of controlling medical equipment.
Regarding the Provincial Youth Union, according to Secretary of the Provincial Youth Union Pham Tuan Vinh, the unit has completed a project to reorganize the apparatus and streamline the payroll to submit to the Provincial Party Committee Standing Committee for approval and implementation.
Specifically, the Provincial Youth Union merged the Rural Youth, Workers, Civil Servants, Urban Youth Union and the Youth Solidarity Committee into the Provincial Youth Movement Committee; reduced from 12 public service units to 7 units; including merging the Phuc Son Labor Education Center and the Youth Volunteer Team 5 into the Youth Labor and Social Education Center; at the same time, dissolved and transferred the Youth Volunteer Team 1 to the locality, dissolved and transferred the Youth Volunteer Team 2 to Nghe An Rubber Company, and dissolved and transferred the Youth Volunteer Teams 3 and 6 to TH Milk Company. According to the Provincial Youth Union Secretary, when reducing these 5 public service units, 23 positions will be reduced, reaching 30% of the total assigned positions in public service units.
Vinh City is also showing its determination to streamline its apparatus at all levels. This includes reducing 6 focal points in the Party, government, and Fatherland Front; reducing 11 agencies and public service units (excluding general schools); dissolving and merging the Urban Environment and Construction Joint Stock Company, the Green Parks Joint Stock Company, the Urban Infrastructure Management and Development Joint Stock Company, and the City Cemetery Management Board into the City Public Service Joint Stock Company.
Secretary of the City Party Committee Vo Viet Thanh affirmed that, along with the arrangement and streamlining of the apparatus, the City Party Committee also focuses on directing the implementation of the policies of the Head of the Propaganda Department concurrently being the Director of the Political Training Center and piloting the implementation of the Head of the Mass Mobilization Department concurrently being the Chairman of the City Fatherland Front Committee, the Head of the City Party Committee's Inspection Committee concurrently being the City Inspector, the Head of the City Party Committee's Organization Department concurrently being the Head of the City's Internal Affairs Department to reduce the payroll. The city strives to streamline 250 payroll positions from the budget by 2021 through the arrangement of the apparatus and retirement according to the regime (not counting retirement according to the regime). In parallel with developing a project to arrange the apparatus and streamline the payroll, the city is developing a pilot project to implement the urban government organization model to submit to the competent authority for approval in October 2018.
Many issues arise
Besides the proactiveness and determination of some sectors, localities, agencies and units, there is still a wait-and-see, passive mentality of many agencies, units and localities in implementing Resolution 6 of the Central Committee (term XII). Although the direction of the Central and Provincial Party Committees is to implement any clear matter immediately, such as the policy of the Head of the Propaganda Department concurrently being the Director of the Political Training Center and the Shared Office at the commune level.
However, up to this point, only a few localities have developed the project. Anh Son District is the first unit to implement the Head of the Propaganda Department who is also the Director of the Political Training Center; The communal-level shared office has only been implemented by a few units: Vinh City, Thanh Chuong, Anh Son, and Tuong Duong. Deputy Head of the Provincial Party Committee's Organization Department, Vo Thi Minh Sinh, also admitted that although the Provincial Party Committee has clearly identified 43 tasks that need to be done immediately, up to this point, 5 tasks are behind schedule, while other tasks have been and are being implemented.
To speed up the progress as well as ensure the effective implementation of the Central Resolution 6 (term XII), at the conference, representatives of leaders of a number of sectors and localities also raised a number of problems that need to be resolved. Accordingly, the most focused opinion was the suggestion that the province should soon assign the staffing framework to sectors, agencies, units, and localities to proactively arrange the organizational apparatus and streamline the staffing reasonably. Deputy Director of the Department of Labor - Invalids and Social Affairs Dang Cao Thang raised concerns: Currently, there are two vocational schools, one under the Department and one under the localities. However, the assignment of responsibility for developing a project to arrange these vocational schools is not clear, whether the Department is in charge, the localities coordinate or vice versa is not clear.

Deputy Director of the Department of Agriculture and Rural Development Nguyen Van Lap raised the issue that currently, the province is directing localities to coordinate with the Department of Agriculture and Rural Development to develop a project to arrange and merge agricultural extension stations, livestock - veterinary stations, crop - plant protection stations, into district-level agricultural service centers. The Provincial Party Committee is requested to assign the Department of Agriculture and Rural Development to coordinate with the Department of Home Affairs to develop a comprehensive project to implement throughout the province.
On the other hand, the province also needs to pay attention to directing the "post" merger, specifically arranging, assigning, and solving the problem of excess leaders and excess unqualified officials such as accountants, cashiers, and administrators after merging stations at the district level.
Assessing that the arrangement, organization of the apparatus, and streamlining of staff is a big, important, sensitive, and complicated issue, Provincial Party Secretary Nguyen Dac Vinh affirmed that despite difficulties, there is no need to retreat but rather to have a strong will, be cautious, and be scientific, but that does not mean not doing it.
And the principle of implementation is that work contents that are clear and highly agreed upon should be done immediately, without considering or waiting for instructions from superiors; issues that are considered beneficial to the organization or collective but are not yet included in legal regulations should be allowed to be piloted; complex issues, or those with different opinions or causing great disturbances should be listened to from many sides, discussed fully and deeply before being done, not discussed and then left there.
