Previously, at around 11:05 p.m. on September 12, a large fire broke out at a 9-story mini apartment building, located deep in alley 70, Khuong Ha street, Thanh Xuan district.
The fire broke out fiercely on the first floor of the building, black smoke billowed dozens of meters high. At the time of the incident, there were many people inside the apartment building.
Immediately after the incident, leaders of Hanoi City Police, the Ministry of Public Security's Professional Department, and local leaders were present at the scene to direct the handling of the incident.
Authorities dispatched dozens of fire trucks and ambulances to the scene; however, the narrow alley made firefighting and rescue work difficult.
According to a witness named H, this person was sleeping when he smelled a burning smell so he ran outside and discovered black smoke coming from the apartment. Because he had knowledge, this person used a rope ladder to let the family members down to the ground safely.

Another witness said that at night, smoke and fire engulfed the 5th and 6th floors of the apartment building. At the same time, the witness heard cries for help coming from the apartment building. The incident was then reported to the authorities.
The apartment building is built in a tube style with one frontage, 3 sides bordered by residential houses, divided into about 40-50 apartments for rent, mainly for families and students, including a basement for parking, 8 floors of apartments and an attic.
According to information from the authorities, each floor is designed with 5 apartments with an area of 35-56m2.2.
By nearly 2 a.m. on September 13, authorities had extinguished the fire outside the house. However, smoke was still billowing from inside the house.
By 4am on September 13, authorities had taken some victims away from the scene to the hospital for emergency treatment and continued to spray water to cool the floors of the apartment building. There were no statistics on property damage.
