On July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045. This Resolution is being recognized by Party committees, authorities at all levels, the business community, and each cadre, party member, and citizen in the province. Nghe An Newspaper has recorded some opinions from the grassroots on the opportunities and development prospects from Resolution No. 39 of the Politburo.

DETERMINING THE DEVELOPMENT OF 6 DYNAMIC URBAN AREAS

Resolution No. 39 of the Politburo is the support of the Central Government for Nghe An province in many fields and many localities in the province. In particular, Do Luong district is clearly identified in the resolution as being upgraded to become one of the 6 dynamic urban areas along with the following urban areas: Vinh city, Dien Chau, Con Cuong, Thai Hoa town, Hoang Mai town; becoming a connecting point between the western districts with Vinh city, the Southeast economic zone and coastal districts in the province. The district is also located in the National Highway 7 economic corridor with identified key development industries. This task "coincides" with the provincial planning and the Resolution of the 19th Provincial Party Congress: Building Do Luong into a town before 2030.

In recent times, the Party Committee, the government and the entire political system from the district to the grassroots in Do Luong have focused on implementing a number of contents, ensuring development conditions. Including completing the district planning and the general urban planning of Do Luong, combined with focusing on calling for investment attraction, implementing a number of projects and works; resolutely directing the completion of the new rural district task...

To ensure the success of Do Luong's "piece" along with the entire "picture" of Resolution No. 39 on Nghe An, the Standing Committee of Do Luong District Party Committee determined that internal strength is important to arouse and spread the determination and aspiration for innovation, building Do Luong district into a dynamic urban area throughout the Party and the People; in which, strengthening innovation in the Party's leadership method in the spirit of Resolution No. 28 of the Party Central Committee; perfecting planning and effectively using resources are key issues.

Along with internal strength, external factors will be important driving forces and levers with mechanisms, policies and support resources from the Central Government and the province, along with connections from neighboring localities. Therefore, the district hopes that the Provincial Party Standing Committee will issue a separate resolution on Do Luong, allowing the locality to borrow from Resolution No. 36 of the National Assembly; additional revenue for the province and land use resources in the district. At the same time, it is recommended that the province allow the district to plan two development zones, including the Eastern supporting and auxiliary industrial zone and the Western high-quality sports service zone; creating opportunities for Do Luong to connect, approach and invite investors to the area...

Resolution 39 was issued on the basis of summarizing 10 years of implementing Resolution 26 of the Politburo, so the spirit of the resolution is appropriate and close to reality; especially with two goals, by 2030 Nghe An province will be the center of the North Central region and by 2045 it will be one of the driving forces for development of the North Central region.

This Resolution has also clearly defined the very specific tasks and responsibilities of each agency and unit from the Central to the local level in a synchronous and drastic manner. Right in the near future, on September 16, 2023, the Central Party Secretariat, directly led by Comrade Truong Thi Mai - Standing Member of the Secretariat, Head of the Central Organization Committee, together with the National Assembly, the Government and the Central Ministries, Departments and Branches on Nghe An will coordinate with the province to disseminate and implement Resolution No. 39; clearly demonstrating the Central's determination for the development of Nghe An in the coming time. For Nghe An, this is a "golden" time and opportunity to accelerate development and build the province worthy of the stature of President Ho Chi Minh's homeland.

Along with the general opportunities of the province, Thai Hoa town is identified as one of the 6 dynamic urban areas of the province and is located in two economic corridors: Ho Chi Minh trail and National Highway 48 economic corridor. This is a favorable condition for the town to accelerate, closely linking with the areas: Nam Thanh - Bac Nghe; National Highway 1A economic corridor, contributing to the successful implementation of the target of Resolution No. 02 of the Provincial Party Standing Committee, building Thai Hoa town to become a central urban area of ​​the Northwest region and become a city before 2030.

To effectively implement Resolution 39, along with the accompaniment and support from the Central and the province, the Standing Committee of Thai Hoa City Party Committee also clearly identified the responsibility of the entire political system, strengthening Party building and rectification, paying special attention to strongly innovating the work of cadres - this is the "key" of the "key"; selecting a team of cadres with political courage, high responsibility, daring to think, daring to do, daring to take responsibility, daring to innovate, for the common work of the sectors and localities.

Resolution No. 39 is an opportunity for the city to attract investment and develop infrastructure; this is also the basis for the city to build development targets and goals for the period 2025 - 2030 and the next period, because the resolution implementation period is until 2045; contributing to promoting the implementation of the city's goals, targets and tasks identified in the Resolution of the City Party Congress for the term 2020 - 2025. Therefore, currently, Vinh city is ready so that when Resolution No. 39 is thoroughly grasped and implemented together with the plans and action programs of the Central and the province, it will also develop plans, tasks, solutions and assign specific responsibilities to each level, agency and unit in the political system for implementation.

Along with clearly defining responsibilities, proactively implementing and bringing Resolution No. 39 into life soon, the city also hopes that the Central Government and the province will soon have guiding documents, research and issue specific mechanisms and policies for Vinh city in each field so that the city has the opportunity to implement the orientations, goals and tasks on city development that have been clearly defined in the resolution.

DEVELOPING KEY ECONOMIC FIELDS AND SPOTAGES

Quynh Luu district is one of the units with potential and strength in developing marine economy with nearly 20 km of coastline and 2 estuaries; has a traditional seafood exploitation profession with the total number of boats in the top of the province; has the largest annual seafood exploitation output in the province. Besides, the district has a large aquaculture area and potential for coastal seafood farming; associated with many potentials for developing marine tourism.

With the potential and strengths of the locality along with the viewpoints and development orientations identified by the Politburo for Nghe An province in Resolution No. 39, which is to promote the development of the marine economy along with the digital economy, border gate economy, green economy, and circular economy; this is the foundation and important corridor for Quynh Luu district to develop rapidly on the basis of investment in economic development from the sea. Including continued investment in science and technology, especially scientific advances in preservation and post-exploitation processing to increase post-exploitation value, increase income for people, and at the same time contribute to limiting illegal exploitation. In addition to exploitation, the district will also focus on planning and investment to shift the focus to in-depth farming, reducing pressure on seafood exploitation.

In parallel with exploitation and cultivation, Quynh Luu is also taking advantage of the strength of the coastal plain to develop commercial vegetables, serving the market in the province, domestically and for export, creating sustainable livelihoods for the people. A new direction that the district is also focusing on is developing resort tourism and sea bathing.

To put the development orientations and tasks of Resolution No. 39 into practice, it is recommended that the Central Government and the province promptly issue implementation plans, focusing on issuing mechanisms and policies, prioritizing investment in infrastructure for coastal localities, both to serve the requirements of comprehensive economic development and to prevent natural disasters, climate change, and social security.

The Politburo issued Resolution No. 39 on building and developing Nghe An province to 2030, with a vision to 2045; this is a great opportunity and driving force, meeting the aspirations of the Party Committee and people of Nghe An province to rise up in all aspects of economy, culture - society, national defense - security, Party building and the political system.

In the general context of the province, it is very gratifying that in Resolution No. 39, Thanh Chuong district is also recognized and oriented very specifically in the tasks and solutions. Specifically, investing in and constructing the Hanoi - Vientiane expressway, the section through Nghe An passing through Thanh Chuong district. This is an important factor opening up great opportunities and potential for the locality in connecting and developing trade and services; connecting Northeast Thailand - Laos and Vietnam, directly Thanh Chuong and Nghe An. This will also open up opportunities for tourism development from countries in the region such as Thailand, Laos to Thanh Chuong, linked with the Ho Chi Minh road passing through Thanh Chuong and the distance to President Ho Chi Minh's hometown, connecting with Cua Lo beach, Vinh city in a closer road distance. On the other hand, when this route is deployed and put into operation with Thanh Thuy border gate, there will be attention to investment and attracting investors to industrial clusters along with Thanh Thuy industrial cluster, which will contribute to local development.

Along with the above factors and development opportunities, in the development orientation for the province set out by the Central Government with the following focuses: marine economy, digital economy, border gate economy, green economy, circular economy; Thanh Chuong has advantages to develop green economy, border gate economy. In which, attention is paid to developing high-tech agriculture; promoting the potential of the land with a rich cultural and historical tradition, with a system of primeval forests and waterfalls on the Truong Son range, with tea islands... to develop experiential tourism, eco-tourism, agricultural tourism...

The viewpoints, goals, targets, tasks and solutions mentioned in Resolution No. 39 are very clear and specific. To effectively implement the resolution, first of all, the work of studying, thoroughly understanding and transferring the spirit and core contents of the resolution to all cadres, party members and people of all walks of life to understand and create a combined strength for implementation. The requirements from leaders, managers to civil servants, public employees, businesses and people must all take drastic action, create changes in awareness and thinking with the aspiration to rise up to implement the resolution. Focus on mobilizing the potential and advantages of natural resources of the province and each locality; linking the promotion of internal and external resources as in the resolution also mentioned the issue of regional linkage and the assistance of provinces and cities, especially the North Central region to join in the development with Nghe An.

The province needs to build and publish a set of digital transformation indexes for localities, organizations and businesses; At the same time, rank the annual digital transformation level so that localities, organizations and businesses know where they are in the digital transformation process. This is also an important index to help provincial leaders, investors, partners and people have more information about digital transformation in each industry, locality, agency and organization, creating a basis to promote digital transformation in the province.
