Inspirational Message Rule of Law

The second "Glorious Law" voting and honoring program is being implemented by the Vietnam Law Newspaper according to Decision No. 341/QD-BTP of the Minister of Justice. Accordingly, on March 15, the Newspaper will begin publishing articles about the people expected to be voted and honored; on October 15, the preliminary round will begin and on October 20, the final round will be held. The second "Glorious Law" honoring ceremony is expected to be held on the occasion of Vietnam Law Day - November 9, 2022.

According to Deputy Minister of Justice Nguyen Thanh Tinh, Head of the Steering Committee of the Program to vote and honor "Glorious Law Models", this is a very meaningful Program, aiming to commend and honor outstanding individuals in the construction and enforcement of the law, thereby spreading good images, heroic examples, and sacrifices of citizens, cadres and civil servants in the cause of building a socialist rule-of-law state in Vietnam.

This is also a practical activity to promote the work of propaganda, dissemination and education of law through the selection and honoring of individuals who have made positive contributions to the work of building, organizing and enforcing the law. The selection and honoring of exemplary individuals in the building and enforcement of the law aims to diversify the forms of propaganda, dissemination and education of law; improve the effectiveness of legal propaganda by encouraging exemplary individuals and typical figures in building and enforcing the law, spreading the spirit of respect for the law, living and working according to the Constitution and the law.

On the occasion of Vietnam Law Day (November 9) every year, the Organizing Committee selects and honors about 50 individuals nationwide, representing various sectors, fields and localities, who have made positive contributions to the cause of building and protecting the law; are typical examples of courage, sacrifice, spreading and inspiring the spirit of respect for the law for the cause of building and protecting the enforcement of the law, for the Socialist Republic of Vietnam.

Noble title

The title “Exemplary Law” is the recognition of the Organizing Committee and the “Exemplary Law” Voting Council for individuals who are selected and meet the voting criteria specified in the Regulations. This title is awarded to individuals who are selected on the occasion of Vietnam Law Day (November 9) to honor individuals who have contributed to the cause of building, enforcing and protecting the law.

The voting for “Exemplary Law” is based on Decision No. 341/QD-BTP dated March 9, 2021 of the Minister of Justice on approving the Project for voting and honoring “Exemplary Law”. The voting is conducted objectively and publicly based on the voting records and voting criteria. The voting council will coordinate to select on the basis of the records and titles of the individuals selected for the final list.

Head of the Organizing Committee, Dr. Dao Van Hoi, Editor-in-Chief of Vietnam Law Newspaper, said that the subjects eligible for voting are civil servants, public employees, and workers in state agencies, armed forces, and enterprises with achievements and who have been awarded titles and prizes from the provincial or municipal level or higher by their workplaces, state agencies managing the industry or sector, or political organizations, socio-political organizations, and professional social organizations for their efforts and contributions in the performance of tasks in 2020, 2021, and early 2022; special cases do not apply the voting time regulations.

The voting subjects are individuals residing in Vietnam who have specific actions and deeds that are positive, exemplary, and contribute to the process of building, organizing, and enforcing the law, and have been awarded by State agencies, socio-political organizations, and professional organizations for their achievements, and have a positive meaning for building and organizing the enforcement of the law. Individuals living in Vietnam who have heroic actions and sacrifices in protecting the law; protecting the rights and legitimate interests of the community and others, and are proposed by agencies, organizations, and enterprises to the Organizing Committee to consider and honor "Exemplary Law" to recognize their bravery and sacrifice for the cause of building and enforcing the law; contributing to spreading the spirit of the Rule of Law and noble humanistic values ​​in society.

According to Mr. Tran Duc Vinh, Deputy Editor-in-Chief of Vietnam Law Newspaper, Chairman of the Voting Council, the Voting Council operates according to the Regulations issued by the Organizing Committee. When voting, the Voting Council operates by voting and consensus. The Voting Council conducts objective and honest voting and evaluation based on the voting records prepared by the Secretariat. Members of the Voting Council sign the confirmation on the voting ballots, sign the general minutes of the secret ballot and the final voting. The voting subjects are individuals residing in Vietnam who have specific actions and deeds that are positive, exemplary, and contribute to the process of building, organizing, and enforcing the law, and have been awarded by State agencies, socio-political organizations, and professional societies for their achievements, and have a positive significance for the building and organization of law enforcement. Individuals living in Vietnam who have heroic actions and sacrifices in protecting the law; protect the legitimate rights and interests of the community and others, and are proposed by agencies, organizations and enterprises to the Organizing Committee to consider and honor "Glorious Law Model" to recognize courage and sacrifice for the cause of building and implementing the law; contributing to spreading the spirit of respect for the law and noble human values ​​in society.

Based on the voting results of the Voting Council, the Organizing Committee will announce the list of organizations and individuals receiving titles and awards. Individuals receiving titles and awards will be announced in the mass media and awarded the titles in a solemn ceremony with the participation of leaders of the Party, State, ministries, departments, branches and localities.

In 2021, in the first voting and honoring program, comrade Pham Quoc Nam - Director of the Department of Civil Judgment Enforcement of Nghe An province was one of the 50 Legal Mirrors honored.
