(Baonghean)After half a term of implementing the resolutions of the Party congresses at all levels, Anh Son district has seen many positive changes. Cam Son commune is one of the localities in the district that has made significant progress in production development and new rural construction.
Leading us to visit households with high-income family economic development models and to see fields of ripe green pumpkins, Mr. Nguyen Truong Long, Secretary of the Party Branch of Hoi Lam village, enthusiastically said: “Implementing the Resolution of the Party Congress of Cam Son commune, the Party Branch of Hoi Lam village has directed the conversion of farmland, the restructuring of crops and livestock, and the development of family economic models, which have been actively supported by the people. As a result, the face of the village has truly changed.”
Hoi Lam village has a large natural land area of 172 hectares, but only 45 hectares are agricultural land. Previously, people cultivated traditional crops such as corn, rice, and peanuts on a small scale. Now, they have converted their land into large plots and intensively cultivated high-income crops such as green squash, pumpkins, watermelons, and green asparagus. The entire village currently cultivates 45 hectares of food crops, vegetables, and other food products; raises nearly 600 pigs, 8,500 chickens, and 146 buffaloes and cows; and has about 10 agricultural and small-scale handicraft economic models generating incomes of 150-200 million VND per year.
Typical examples of family economic development include the integrated farming model of pig and chicken farming, fish ponds, and crop cultivation practiced by households such as Vo Cong Hung, Nguyen Dinh Hai, and Dau Xuan Dung. Mr. Nguyen Cong Hung, the owner of a comprehensive farm with thousands of broiler chickens, frogs, and hundreds of pigs, earns over 200 million VND annually. Mr. Hung stated: “Previously, my family was very poor, relying solely on a few acres of rice paddies. Since 2010, we have expanded our livestock farming into a farm-based operation, which has significantly increased our income and improved our living standards.”
When asked about the changes in Hoi Lam village, many residents agreed that the Party branch's policies were appropriate to the village's actual conditions and were actively supported by the people, leading to increased production and improved living standards. In 2012, the average income of Hoi Lam residents reached 21.5 million VND per person; before 2006, the poverty rate in the village was 30%, but now it is only 3% (according to the new criteria), and currently there are 32 well-off and wealthy households in the village.

Not only Hoi Lam village but also other villages in Cam Son commune have seen significant progress. As a commune chosen by Anh Son district as a pilot site for new rural development, Cam Son commune's villages have now achieved 12-15 criteria for new rural development. Mr. Tran Quoc Tuan, Secretary of the Commune Party Committee, said: “Cam Son is a mountainous commune with a large natural land area, but the agricultural land is fragmented, and the people are accustomed to traditional farming practices, so the efficiency of production, livestock farming, and economic development each year is not high. The Party Committee has issued a Resolution on local economic development, focusing on developing highly feasible projects such as: land conversion, restructuring of crop and livestock production, concentrating on building large-scale model fields, and developing high-income economic models. Based on the Party Committee's Resolution, the local government leaders closely monitor the practical situation of each village to effectively direct implementation.”
Through various flexible solutions, Cam Son has successfully transformed 146 hectares of farmland, with 81% of households converting 5-6 plots into just one plot of the same land type. This has facilitated the introduction of mechanization into agricultural production and the restructuring of crop patterns towards commercial production. Cam Son has successfully developed economic models such as: raising pigs for meat and breeding, raising porcupines, wild boars, and Sind crossbred cattle; developing integrated economic models: gardens - ponds - livestock; and establishing large-scale model fields for growing safe corn, green asparagus, green squash, pumpkins, and watermelons. As a result, the local economic structure has shifted in the right direction. Halfway through the term of the commune's Party Congress, Cam Son has nearly 100 large and small farm models, with nearly 7,000 head of livestock of all kinds, 85,000 poultry, a total pig herd of 5,826, and a total food production of 8,917 tons... To date, Cam Son has achieved 60-90% of the targets set for the entire term of the Party Congress.
Thanks to the high efforts and determination of the Party Committee, the government, and the people, in the past half-term, the socio-economic development of Cam Son has made significant progress; the annual growth rate reached 13.5%, achieving the target set by the Party Congress; per capita income reached 21 million VND/year, local budget revenue reached 53% of the planned target, and the poverty rate decreased to 7.5%.
After more than two years of implementing the Resolution of the Party Congress of Cam Son commune, with the consensus and high determination of cadres, Party members, and the people, the socio-economic situation and people's lives in Cam Son have seen many positive changes. Evaluating the success after half of the term implementing the Resolution, the Secretary of the Party Committee of Cam Son commune, Tran Quoc Tuan, commented: “For the Resolution to be put into practice, Party committees and authorities at all levels must develop action programs with practical goals and solutions that are relevant to the actual conditions of each village. Cadres and Party members must be exemplary, united, and practice what they preach; this is the decisive factor in achieving all successes in implementing the Resolution.”
