Authorities have recently indicted 41 individuals involved in a high-tech fraud ring that swindled nearly 1 trillion VND.
Representatives from the Bac Ninh Provincial People's Procuracy stated that the unit has just approved the decision to prosecute 41 defendants on various charges.Fraudulent appropriation of property.
According to the investigation, this group operates in the Tam Thai Tu area, Bavet city, Svay Rieng province, Cambodia. Their modus operandi involves impersonating police officers, tax officials, electricity officials, and education officials, calling victims to request updates to their national identity cards, online enrollment applications, health check-ups, tax declarations, etc., before gaining control of their phones and stealing money from their bank accounts.
Initially, the police determined that from May 2024 to the present, the suspects had defrauded nearly 1 trillion VND from more than 13,000 victims nationwide. This includes over 300 victims in Bac Ninh province, with the total amount defrauded exceeding 31 billion VND.
To create a closed loop and ensure the scam went undetected, the operators divided the operation into three groups: Scratch 1, Scratch 2, and Scratch 3, assigning specific tasks to each.
Pham Thi Huyen Trang (26 years old, from Tien Lang district, Hai Phong city) has been identified as a senior manager responsible for developing scam scenarios and training the first, second, and third level scammers.
Besides Pham Thi Huyen Trang, there are four other accomplices: Nguyen Van Manh (36 years old, residing in Ha Long City, Quang Ninh province), Do Van Nghia (25 years old, residing in Luc Nam district, Bac Giang province), Dinh Nhu Quynh (23 years old, residing in Thanh Thuy district, Phu Tho province), and Nguyen Duc Toan (32 years old, residing in An Duong district, Hai Phong city).
On February 2nd, Deputy Minister of Public Security Pham The Tung sent a letter of commendation to the Director of the Bac Ninh Provincial Police, praising the successful dismantling of the case. The Ministry of Public Security leadership also requested the Bac Ninh Provincial Police to continue coordinating with relevant police units and localities to investigate and expand the case, consolidate documents and evidence, and propose the prosecution of the suspects in accordance with the law.
