41 defendants prosecuted in 1,000 billion VND fraud ring
41 subjects in a high-tech fraud ring that appropriated nearly 1,000 billion VND have just been prosecuted by authorities.
A representative of the People's Procuracy of Bac Ninh province said that the unit has just approved the decision to prosecute 41 defendants on charges ofFraudulent appropriation of property.
According to the investigation, this group of subjects operated in the Tam Thai Tu area, Ba Vet city, Svay Rieng province, Cambodia. Their method was to impersonate police officers, tax officials, electricity officials, and education officials to call victims and ask them to update their citizen identification information, submit online admission applications, have health check-ups, declare taxes, etc., then take over the phone and appropriate money in the victims' bank accounts.
Initially, the police determined that from May 2024 to present, the subjects have appropriated nearly 1,000 billion VND from more than 13,000 victims nationwide. Of which, there are more than 300 victims in Bac Ninh with the amount of money appropriated over 31 billion VND.
To form a closed circle and successfully commit fraud, the managers divided into 3 groups including Cao 1, Cao 2, Cao 3 and assigned specific tasks.

Pham Thi Huyen Trang (26 years old, from Tien Lang district, Hai Phong city) was identified as a senior manager, responsible for developing the scam scenario, training and coaching Cao 1, Cao 2, Cao 3.
In addition to Pham Thi Huyen Trang, there are four other accomplices: Nguyen Van Manh (36 years old, in Ha Long City, Quang Ninh Province), Do Van Nghia (25 years old, in Luc Nam District, Bac Giang Province), Dinh Nhu Quynh (23 years old, in Thanh Thuy District, Phu Tho Province) and Nguyen Duc Toan (32 years old, in An Duong District, Hai Phong City).
On February 2, Deputy Minister of Public Security Pham The Tung sent a letter of commendation to the Director of Bac Ninh Provincial Police, praising the successful resolution of the case. The leaders of the Ministry of Public Security also requested that Bac Ninh Provincial Police continue to coordinate with police of related units and localities to investigate, expand the case, consolidate documents and evidence to propose prosecution of the subjects according to the law.
