After a period of active investigation, on September 20, the Investigation Police Agency of the Provincial Police temporarily detained 7 subjects including Tran Duc Vinh (born in 1978, Director of Bao An Debt Trading and Protection Services Company); Nguyen Van Son (born in 1982) and Phan Van Lap (born in 1980), both in Ho Chi Minh City; Nguyen Van Truong (born in 1982) in Hai Duong province; Nguyen Van Duan (born in 1982) and Nguyen Thanh Luan (born in 1989), both in Hung Yen province; Phan Van Chung (born in 1983) in Gia Lai province.

According to the initial investigation results, in June 2016 and December 2016, Ngo Gia Tu Mechanical Joint Stock Company had a contract to sell 23 Universe Noble NGT TK 47YC cars to Truong Xuan Automobile One Member Limited Liability Company (address: No. 25, Lane 2, Area 3, Phu Lo Commune, Soc Son, Hanoi), with a total value of more than 54 billion VND. Truong Xuan Company paid Ngo Gia Tu Automobile Factory more than 33 billion VND and received 14 cars from Ngo Gia Tu Automobile Factory. However, it still owed more than 21 billion VND, so Ngo Gia Tu Automobile Factory has not completed the procedures to hand over 9 cars but has handed over all the documents of the above 9 cars to Truong Xuan Company to complete the procedures to borrow money from the bank.

After having the documents of the 9 vehicles above, Truong Xuan Company made a transaction to sell the entire shipment according to the documents to GB Hanoi Limited Liability Company. Next, GB Hanoi Limited Liability Company sold it to Viet Han International Investment Joint Stock Company. Viet Han International Investment Joint Stock Company used all the documents of the above vehicles as collateral at OCB Bank.

By the evening of September 16, there were about 20 people claiming to be Bao An Debt Trading and Protection Service Company (headquartered at 63 Truong Son Street, Ward 2, Tan Binh District, Ho Chi Minh City), including three people including Tran Duc Vinh, Director of the Company, Nguyen Van Son and Phan Van Lap, all employees of the Company, who introduced themselves as having purchased the above assets from OCB Bank and came to Ngo Gia Tu to demand the seizure of the assets.

According to the investigation agency, Bao An Company had sent people into Ngo Gia Tu Company to control the security team on duty, then brought in two cranes to pull eight cars out of Ngo Gia Tu Automobile Factory and brought them to the vacant lot of Vilexim Company located in Trung Trac Commune, Van Lam District, Hung Yen Province, when they were discovered.

The case is under further investigation./.
