Prosecuted 8 defendants related to land violations, causing damage of 200 billion VND
Authorities have just prosecuted eight suspects related to land violations causing damage to state assets of about 200 billion VND.
On the evening of November 9, speaking with reporters, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police, said that the authorities had just initiated a case, prosecuted the accused, and temporarily detained 8 subjects related to the cases.land violationsin Dong Anh district, Hanoi.
The 8 subjects temporarily detained include: Nguyen Thi Loan, Chairwoman of the Board of Directors of Vimedimex Pharmaceutical Joint Stock Company; Vuong Thi Thu Thuy, an officer of the Dong Anh District Project Management Board; Nguyen Thi Dieu Linh, General Director of Hanoi Valuation and Investment Joint Stock Company; Nguyen Duc Phuong and Nguyen Ngoc Thang, both appraisers of Hanoi Valuation and Investment Company; and 3 other defendants from real estate companies.

In August 2020, the Dong Anh District Project Management Board organized an auction of a 5-hectare land plot in Co Duong village, Tien Duong commune, Dong Anh district. Hanoi Valuation and Investment Company determined that this land plot had an auction value of about 500 billion VND.
However, defendant Nguyen Thi Loan, Chairwoman of the Board of Directors of Vimedimex Pharmaceutical Joint Stock Company, colluded with officials of the Management Board and defendants of the valuation company to intervene to adjust the value of the land lower than its actual value.
The defendants created 12 fake survey forms to include in the appraisal file and lowered the land value to 300 billion.
The Land Valuation Council approved the floor price of more than 18 million VND/m2 to organize the auction of the above land. Ms. Nguyen Thi Loan set up many companies to act as "blue and red teams" to participate in the auction of the above land, in which a company controlled by Ms. Loan won the auction of the land with a price of more than 20 million VND/m2. Only 1 month after being handed over the land, Ms. Loan sold the above land for prices from 80 million to hundreds of million VND/m2 depending on the location.
The investigation agency determined that the defendants' actions caused damage to state property of about 200 billion VND.
The land put up for auction has an area of 16,182m2 for housing construction, including: Planning for high-rise building construction with an area of 3,581m2, villa construction with an area of 3,046.79m2, townhouse construction with an area of 9,533m2 and green land with an area of 2,159m2. The land plots of the winning investors are responsible for investing in construction according to the planning.
Currently, the authorities are investigating the incident./.
