Prosecution of commune officials for embezzling nearly 53 million VND in support money for critically ill patients

On January 31, the Investigation Police Agency of Nui Thanh District Police (Quang Nam) announced that it had issued a decision to prosecute the accused and an order prohibiting him from leaving his place of residence for Nguyen Dinh Kien (born in 1984, residing in Tam Xuan 1 Commune, Nui Thanh District) for the act of "Taking advantage of position and power while performing official duties" as prescribed in Article 356 of the Penal Code.
Initial investigation results determined that Kien is a cultural and social officer of Tam Xuan 1 commune, in charge of the field of labor - war invalids, social protection, implementing social protection activities and hunger eradication and poverty reduction programs in Tam Xuan 1 commune.

After the decision to support the Chairman of the People's Committee of Nui Thanh district for cases of serious illness according to Resolution No. 100/NQ-HDND dated December 24, 2020 of the People's Council of Nui Thanh district on socio-economic development for 5 years (2021-2025) in the area, Kien was assigned to go to the Department of Labor, Invalids and Social Affairs of Nui Thanh district to receive funds and a list of recipients for cases residing in Tam Xuan 1 commune.
According to the procedure, after receiving the funds, Kien had to make payments to those who were eligible to receive the money according to regulations, and when receiving the money, he would sign the list of recipients. However, Kien took advantage of his position and authority as a cultural and social official to intentionally violate his official duties, not performing his assigned tasks in paying support money to social protection beneficiaries for personal gain, embezzling nearly 53 million VND.
