Prosecution of commune chairman who drove car and killed student and then fled
After causing the accident, Mr. Thuy drove away from the scene and did not take the victim to the emergency room.
As reported, on the night of March 23, Mr. Pham Van Thuy - Chairman of the People's Committee of Trung Nghia Commune, Hung Yen City (Hung Yen) was driving a car with license plate 29A - 105.65 on National Highway 38B in the direction of Phu Cu - Hung Yen. When he reached the road section in Vuong town (Tien Lu district), he suddenly crashed into 4 students walking in the same direction, causing 1 student to die and 3 students to be seriously injured.

However, after causing the accident, Mr. Thuy drove away from the scene and did not take the victim to the emergency room. At 7:00 a.m. on March 24, Mr. Nguyen Van Quyen (born in 1984, residing in Tinh Linh village, Trung Nghia commune, Mr. Thuy's nephew) came to the police station to present himself and confessed that he was the driver of the car.
Through professional measures, the investigation agency found many unusual points in the testimony and on the afternoon of March 27, Mr. Thuy went to the police station to confess that he was directly driving the car that caused the accident.
Regarding the above incident, the Investigation Agency of Tien Lu District Police has just initiated a case, prosecuted the accused and released Mr. Pham Van Thuy on bail.

At the same time, the police agency sent a notice of prosecution and defendant prosecution against Mr. Thuy to the Trung Nghia Commune Party Committee and Hung Yen City Party Committee to have a basis for handling personnel work.
Before being prosecuted by the Investigation Police Agency, Mr. Thuy wrote a leave request to the Commune Party Committee and Hung Yen City Party Committee, stating that he was taking leave to resolve personal matters.
