Numerous district officials prosecuted for land-related violations.
The individuals involved are officials and civil servants from Thach An district, Cao Bang province, who are currently being prosecuted and investigated for violations related to illegal actions in implementing policies on land use fee exemptions and reductions, causing significant losses to the state budget.
According to information from the Investigation Agency of the Cao Bang Provincial Police, the unit is currently investigating a case of Negligence Causing Serious Consequences and Abuse of Position and Authority While Performing Official Duties that occurred in Thach An District, Cao Bang Province, during the period of 2018-2021.

The Provincial Police Investigation Agency has just served the Decisions to initiate criminal proceedings, the Decisions to prosecute defendants, and applied preventive measures against 10 individuals, including the temporary detention of 2 individuals: Le Van Dieu (a civil servant at the Thach An District Tax Department) for the offense of Negligence Causing Serious Consequences; and Nghiem Xuan Thong (Chairman of the Dong Khe Town People's Committee) for the offense of Abusing Position and Authority while Performing Official Duties.
Simultaneously, a travel ban was imposed on seven individuals: Nong Cao The (Party Secretary of Dong Khe town, former Chairman of the People's Committee of Dong Khe town) for abusing his position and authority while performing his duties; Dinh Trong Nghia (civil servant of the Department of Natural Resources and Environment of Thach An district); Nong Duc Tuan (Vice Chairman of the People's Committee of Dong Khe town, former land cadastral officer of Trong Con commune, Thach An district); Dang Thu Phuong (Deputy Head of the Department of Natural Resources and Environment of Thach An district); Dinh Thi Hanh (civil servant of the Tax Department of Thach An district); Hoang Van Khoa (Deputy Head of the Tax Department of Hoa An district, former Deputy Head of the Tax Department of Thach An district); Be Nhat Hoang (Head of the Tax Department of Thach An district), along with the offense of negligence causing serious consequences.
In addition, suspect Hoang Thi Ngan (a land administration officer in Dong Khe town, Thach An district) is also being investigated for abusing her position and authority while performing her official duties. Previously, she was arrested by the Criminal Investigation Agency of Cao Bang Provincial Police for accepting bribes.
Accordingly, during their time working at the People's Committee of Dong Khe town, when citizens asked Nong Cao The, Nghiem Xuan Thong, and Hoang Thi Ngan for help in processing applications for exemption or reduction of land use conversion fees, despite knowing that the applicants were not eligible, they still facilitated the process "for personal motives, out of deference to relatives and acquaintances."
For those working at the Tax Department and the Department of Natural Resources and Environment of Thach An district, during the implementation of procedures for permitting land use conversion, violations occurred in determining the area of land within and outside the limits for those eligible for exemption or reduction of land use fees, leading to incorrect determination of financial obligations according to the law, causing revenue losses for the State budget.
