Prosecution of leaders of River Management Joint Stock Company No. 3 for creating fake documents
On May 8, the Investigation Security Agency issued a decision to prosecute the case and prosecute three leaders of the No. 3 River Management Joint Stock Company to investigate the act of fraud and property appropriation.
The defendants include: Pham Van Pha (born in 1959, Chairman of the Board of Directors), Do Cong Hao (born in 1973, Director of the company) and Pham Van Chinh (born in 1982, Deputy Director of the company. All 3 defendants reside in Hong Ha ward, Ha Long city).
The Security Investigation Agency determined that from 2017 to 2021, the licensed Inland Waterway Joint Stock Company No. 3 participated in signing contracts to manage, maintain, and regulate traffic on inland waterways in Quang Ninh province.

When performing the above contracts, defendant Pham Van Pha directed defendants Do Cong Hao and Pham Van Chinh.fake documents, vehicle logbook, route logbook, vehicle rental contract, workers performing management, maintenance, and regulation work to accept and settle exceeding actual volume in order to appropriate State money.
Previously, on April 18, due to violating the Law on Bidding, the Vietnam Inland Waterways Administration under the Ministry of Transport issued a decision banning the company from bidding for 3 years for all investment projects in construction, management, maintenance of inland waterway infrastructure and other works invested by the Vietnam Inland Waterways Administration.
