On November 20, the Investigation Security Agency of Son La Provincial Police temporarily detained and searched the residence of suspect Deo Van Ban, 61 years old, former official of Muong La District People's Committee, Party cell secretary of Co Chai village, Muong Chum commune to investigate the crime of intentionally violating State regulations causing serious consequences.

Initially, the Security Investigation Agency determined that Mr. Ban's family owned land that was compensated in the Son La Hydropower resettlement project. This land was compensated since 2005.

In 2014, Son La province had a policy to assign the People's Committee of Muong La district to survey and map the compensated and uncompensated areas for resettlement to develop a plan to submit to the Provincial People's Committee.

Taking advantage of this policy, Mr. Ban and a group of recently prosecuted officials legalized many documents to receive compensation, causing billions of dong in damage to the State.

Deo Van Ban is said to have received compensation for about 10 hectares of false declaration.

Specifically, Mr. Ban's land area is about 5 hectares. In 2014, many parts of the land were flooded and could not be measured, but records were still made to measure and inflate the area to more than 17 hectares to receive compensation.

Similarly, with the above trick, although the actual land area of ​​some households is immeasurable flooded land, the additional compensation payment records still have full drawings. The defendants used this method to falsely establish, increasing the land area many times to embezzle money from the state budget.

More than 600 households have fake land records

Declaring more land area than actual, changing land type, land use purpose... to receive compensation. These are the violations of the subjects prosecuted in the case: Intentionally violating state regulations on economic management causing serious consequences; lack of responsibility causing serious consequences related to land compensation in the area of ​​Son La Hydropower Plant.

In Muong La district, there are more than 600 households with fake land records. Some households increase their land area, some households have land of different types compared to reality, such as protective forest land being "swapped" into production forest land to receive higher compensation...

Mr. Song A Tenh, a resident of Ta Bu commune, Muong La district, was upset: I hope the government will strictly handle cases of false declarations to avoid cases of false declarations that cause loss of state money and are unfair to the people here.

Initial investigation results of Son La Provincial Police show that: Muong La District People's Committee issued a plan to measure, create cadastral maps, and reclaim land in detail in violation of regulations. This is the premise leading to a series of violations in the following stages. The most serious stage is that surveying officers created fake cadastral map records.

Lieutenant Colonel Lu Van Lich, Head of the Investigation Security Department, Son La Provincial Police, said: "The actions of the subjects identified as the cause of this particularly serious damage can be said to be from the policy issuance, organization and direction to measurement... these officers edited and digitized land areas and land types, leading to violations."

According to the investigation, there were up to 62 decisions approving detailed land recovery plans, 46 decisions approving compensation and support plans issued by the People's Committee of Muong La district in violation of regulations, along with 16 unverified maps signed and confirmed by the Department of Natural Resources and Environment.
