Prosecution of a prosecutor for fraud and appropriation of property

Dien Bien Phu City Police (Dien Bien Province) has just issued a decision to prosecute a prosecutor for fraud and property appropriation.

Previously, on May 28, Dien Bien Phu City Police received a complaint from Ms. Tran Thi Hai Ha (residing in Group 10, Muong Thanh Ward, Dien Bien Phu City) about being defrauded and having her property appropriated by Vu Dinh Hai (born in 1985, residing in Group 1, Him Lam Ward, Dien Bien Phu City), a prosecutor working at the People's Procuracy of Dien Bien Province.

According to Ms. Tran Thi Hai Ha's petition, on May 27, Vu Dinh Hai made an appointment to meet her to discuss the matter of her husband (a defendant currently being detained at the Dien Bien Provincial Police Detention Center) having a serious liver disease and needing 100 million VND for treatment.

Then, at about 10:20 a.m. the same day, Ms. Ha met Vu Dinh Hai at an alley (in group 5, Thanh Binh ward, Dien Bien Phu city) and gave him 100 million VND to transfer to the prison for her husband.

After receiving the money, Hai made an appointment with Ha to deliver her husband's letter from the prison and to have Ha's letter delivered to her husband. However, when Ha wanted to take a photo together, Hai drove away. She suspected she had been scammed, so she went to Dien Bien Phu City Police to report the incident.

Through the process of investigation and verification of the source of information reporting the crime, the Investigation Police Agency of Dien Bien Phu City Police had sufficient grounds to issue Decision to prosecute criminal case No. 95 and Decision to prosecute defendant No. 121 against Vu Dinh Hai for the crime of "Fraudulent appropriation of property" under Article 174 of the Penal Code.

Previously, on June 9, the Investigation Police Agency of Tuan Giao District Police (Dien Bien Province) also issued a decision to prosecute the case, prosecute the accused and execute an arrest warrant to detain Lo Van Dung (born in 1990, residing in Pa Cha village, Ang To commune, Muong Ang district, Dien Bien province), an office worker concurrently holding the position of treasurer of Pu Xi commune and Lo Van Phuong (born in 1988, residing in Lum village, Muong Mun commune, Tuan Giao district), a cultural worker of Pu Xi commune for the crime of embezzlement of property, as prescribed in Article 353 of the Penal Code.

According to the records of Tuan Giao District Police, the investigation determined that: Lo Van Dung and Lo Van Phuong, civil servants of Pu Xi commune, arbitrarily appropriated more than VND 88 million in electricity bills to support poor households and households without electricity in the fourth quarter of 2022 in the commune for personal use.

The cases are still under investigation.
