Prosecution of a young man for insulting the national flag

Accordingly, the subject prosecuted is Phan Le Thanh Vy (24 years old, residing in Ham Thanh commune, Ham Thuan Nam district) for the act ofinsulting the national flagSocialist Republic of Vietnam.

Initial information, on May 28, after drinking, Vy drove his motorbike to an amusement park in Dai Thanh village, Muong Man commune, Ham Thuan Nam district to wait for his friends to continue to Phan Thiet city to swim. While waiting for his friends, seeing many national flags hanging along the road, Vy had the idea of ​​using the national flag to clean his motorbike.

Immediately after that, Vy parked his motorbike and walked to the location where the national flag was hung, used his hand to pull a flag hanging on the iron pillar and used the flag to clean the saddle, the rear wheel, the front wheel, the front of the motorbike... causing the flag to get dirty. After cleaning, Vy rolled up the flag, put it in the iron pillar (used to hang the flag) and continued to go to Phan Thiet City with his group of friends.

According to the Police Agency, based on the investigation results and collected documents, Vy's act of using his hand to snatch the national flag of the Socialist Republic of Vietnam and then using the national flag to clean his car, dirtying the national flag is an act of "Insulting the national flag" as stipulated in Article 351 of the 2015 Penal Code.

Therefore, the police agency has decided to prosecute Phan Le Thanh Vy for the above act.
