Suspect indicted for torturing Cambodian boy

The Ministry of Public Security's Investigation Police Agency has prosecuted and temporarily detained Nguyen Thanh Dung (34 years old, from An Giang), who was accused of torturing a boy in Cambodia, for the crime of Child Torture under Article 110 of the Penal Code.

Accordingly, up to now, the Ministry of Public Security's Investigation Police Agency has sufficient grounds to accuse Nguyen Thanh Dung of torturing A Sai (3 years old), a Cambodian citizen. Dung admitted to the crime and stated that the act was committed over 3 consecutive days while he was high on crystal meth.

Although Dung's actions took place in Cambodia and the victim was a citizen of this country, Dung was arrested by the Criminal Police Department, Ministry of Public Security on the night of December 7, in Ho Chi Minh City. Therefore, the Ministry of Public Security will handle Dung according to Vietnamese law.

In connection with this case, the Royal Cambodian Police arrested suspect Stefan Struit (US and Dutch nationality) for investigation. In addition, the police also invited two other suspects involved, both Cambodian citizens, Ret Sothy (28 years old) and Oeu Nat (25 years old), but were later released because the investigation showed that these two people were not involved.

Previously, on December 4, a clip appeared on social media of a young Vietnamese man electrocuting and brutally torturing a young boy, believed to have taken place in Cambodia, causing public outrage.

Immediately afterwards, the Criminal Police Department began investigating and clarified that the perpetrator of the abuse of the Cambodian boy was Nguyen Thanh Dung (34 years old, from An Giang) and the victim was named A Sai (3 years old), the child of a Cambodian couple working at a rubber plantation in Mondulkiri province (Cambodia).

On the night of December 7, the Criminal Police Department of the Ministry of Public Security mobilized Dung's family to surrender.

Initially, Dung admitted to abusing Sai, but insisted that he did not sexually abuse the child with his homosexual lover, Mr. Stefan Struit.

The Ministry of Public Security is continuing to expand the investigation.
