Prosecution of former Director of Vietnam Register Tran Ky Hinh
During his tenure as Director of the Vietnam Register, Tran Ky Hinh was lax in management, lacked supervision, and directly received bribes (monthly and quarterly) from the Directors of the Register Center.
On the afternoon of January 17, Lieutenant General To An Xo - Chief of Office, spokesman of the Ministry of Public Security said: The Ho Chi Minh City Police Investigation Agency has prosecuted Tran Ky Hinh, former Director of the Vietnam Register, for the act of“Accepting bribes" according to Article 354 of the Penal Code.

Lieutenant General To An Xo said that the Ho Chi Minh City Police Investigation Agency is investigating the case of "Bribery brokerage", "Receiving bribes", "Giving bribes" and "Forgery in work" occurring at the Vietnam Register and registration centers in Ho Chi Minh City and other provinces.
Expanding the investigation, the Ho Chi Minh City Police Investigation Agency determined that in the period from 2014 to August 2021, Tran Ky Hinh (born in 1961; residing in residential group 9 Dinh Thon, My Dinh 1 ward, Nam Tu Liem district, Hanoi city) in his role as Director of the Vietnam Register directly or through the accused Tran Anh Quan (Acting Head of the Department of Motor Vehicle Inspection) received bribes from a number of Directors of the Registration Center to sign and approve the issuance of Registration Codes and Certificates of eligibility for registration activities, although these registration centers did not meet the prescribed conditions.
On the other hand, during his tenure as Director of the Vietnam Register, Tran Ky Hinh loosened management, lacked supervision and inspection, and directly received bribes (monthly and quarterly) from the Directors of the Registration Centers in order to ignore the violations of the Registration Centers in receiving bribes from vehicle owners and brokers to issue registration certificates for motor vehicles that did not meet technical safety and environmental protection standards.
On January 17, 2023, the City Police Investigation Agency prosecuted Tran Ky Hinh (former Director of the Vietnam Register) for the crime of "Receiving bribes" under Article 354 of the Penal Code. On the same day, the City People's Procuracy approved this Decision.
In addition, from the search results at the Inspection Center 71-02D (Ben Tre province), it was discovered that the defendants, who are the Deputy Director and inspectors of this Inspection Center, used software to read (get) and edit technical parameters for motor vehicles (including: speed, emission concentration, idle speed, maximum speed, K coefficient...) to intervene and edit the results of motor vehicle emission inspection.
During the investigation and verification process, the Ho Chi Minh City Police Department determined that: Hoang Huu Thinh (born in 1992; residing at 61 Hung Vuong, Ba Don ward, Ba Don town, Quang Binh province; employee of Inspection Center 73-02D), Truong Duy Duc (born in 1982; residing in Cao Cuu village, Quang Hoa commune, Ba Don town, Quang Binh province; employee of Inspection Center 15-05D), Ho Ngoc Nam (born in 1989, residing in Tan Chau village, Bau Chinh, Chau Duc, Ba Ria-Vung Tau; technical staff of Viet Net Company Limited) and Tran The Khanh Ho (born in 1989, residing in Tay Son, Ba Ngoi, Cam Ranh city, Khanh Hoa province; technical staff of Viet Net Company Limited) discussed and agreed to write software to illegally interfere with the database and edit vehicle inspection parameters and then bring them to the police station. Sold to a number of Inspection Centers (including Inspection Center 71-02D) for illegal use during the process of motor vehicle inspection.
On January 17, 2023, the City Police Investigation Agency prosecuted Hoang Huu Thinh, Truong Duy Duc, Ho Ngoc Nam, and Tran The Khanh Ho for the crime of "Producing, trading, exchanging, or giving away tools, equipment, and software for illegal purposes", as prescribed in Article 285 of the Penal Code. On the same day, the City People's Procuracy approved these Decisions.
As of January 17, 2023, the Ho Chi Minh City Police Investigation Agency has prosecuted 89 defendants to continue investigating and clarifying the entire nature of the case; strictly handling according to the provisions of law./.
