On March 20, the People's Procuracy of Dak Mil district, Dak Nong province approved an emergency arrest warrant for Nguyen Dinh (born in 1974, residing in village 6, Ia Le commune, Chu Puh district, Gia Lai province) to investigate the act of "Resisting a person on official duty".
According to the investigation records, at around 8:43 p.m. on March 16, Nguyen Dinh drove a car with license plate 81A-230.47, carrying his wife, Le Thi Kim P. (born in 1974), Nguyen Cong Chi (born in 1997, Dinh's son), Nguyen Cong Minh (born in 1978), Nguyen Tung (born in 1973), all residing in Krong Nang district, Dak Lak province, and Nguyen Huu Quy (born in 1983, residing in Ea H'Leo district, Dak Lak province) on Ho Chi Minh road in the direction from Dak Nong to Dak Lak.
When Dinh was driving to Dak Mil district, a Traffic Police Patrol Team - Traffic Police Department of Dak Nong Province Police used specialized equipment to record Dinh's vehicle violating the speed limit of 71/60km/h.
After detecting a violation, the vehicle's image information is sent to the mobile patrol checkpoint of the Traffic Police in Thuan Nam village, Thuan An commune, Dak Mil district to stop the vehicle, check documents, notify the violation and proceed to handle the administrative violation.

At this time, at the traffic police mobile patrol and control post, there were comrades Le Xuan Nguyen (team leader), Nguyen Hung Tien (deputy team leader), Dung Ngoc Manh (team member), Luong Van Hieu (soldier), and Do Ngoc Duy (soldier) on duty.
At around 9:00 p.m. the same day, the task force discovered that the car driven by Dinh was moving towards the patrol checkpoint, so they signaled the car to stop, but Dinh did not comply and swerved to pass.
Realizing that the vehicle was deliberately not complying, the task force suspected that the driver was under the influence of alcohol, so they used a specialized car to chase him. During the pursuit, the specialized traffic police car repeatedly signaled for the vehicle to stop. However, Dinh not only did not comply, but also tried to drive past other vehicles.

When reaching Km1846 - 500 on Ho Chi Minh road, the working group overtook the car 81A-230.47 driven by Dinh and forced it to stop near the roadside to work, but Dinh did not comply and parked the car near the middle of the road. After Dinh got out of the car, he used his hands to push and shove comrade Nguyen. At the same time, some people traveling with Dinh got out of the car and used their phones to film and take pictures of the incident.
Seeing this, Dinh used his hand to push and snatch the name tag and reflective vest of comrade Le Xuan Nguyen. The incident was then kept at the scene by the working group and reported to the authorities for assistance in handling the case.
