Prosecution and temporary detention of Hanoi CDC director for fraudulent purchase of Covid-19 testing machines

The Ministry of Public Security's Investigation Police Agency (C03) is investigating and clarifying violations in the process of appointing contractors to purchase medical supplies and equipment for Covid-19 prevention and control at the Hanoi Center for Disease Control (CDC) under the Hanoi Department of Health and a number of related units.

The initial investigation determined that the subjects had colluded, cheated, conspired, and inflated the value of the bidding package for the automatic Realtime PCR system - Covid-19 testing, causing particularly serious damage to the State.

Based on the investigation results and collected documents and evidence, on April 22, 2020, the Ministry of Public Security's Investigation Police Agency (C03) issued a Decision to prosecute the criminal case of "Violating bidding regulations causing serious consequences" occurring at the Hanoi Center for Disease Control (CDC) under the Hanoi Department of Health, Nhan Thanh Asset Valuation and Auction Joint Stock Company, Vietnam Science and Trade Materials Company Limited (MST) and related units; Decision to prosecute the accused; Search warrant and Arrest warrant for temporary detention, applying preventive measures for the crime of Violating bidding regulations causing serious consequences, as prescribed in Clause 3, Article 222 of the Penal Code 2015, amended and supplemented in 2017, against:

1. Nguyen Nhat Cam (born 1963), Director of the Hanoi Center for Disease Control (CDC) under the Hanoi Department of Health;

Defendant Nguyen Nhat Cam.

2. Nguyen Vu Ha Thanh (born in 1979), Head of Finance and Accounting Department, Hanoi Center for Disease Control (CDC), Hanoi Department of Health;

3. Dao The Vinh (born in 1975), Director of Vietnam Science and Trade Materials Company Limited (MST);
4. Nguyen Tran Duy (born in 1980), General Director of Nhan Thanh Property Valuation and Auction Joint Stock Company;

5. Nguyen Ngoc Nhat (born in 1986), employee of Vitech Science Development Company Limited;

6. Nguyen Thanh Tuyen (born in 1985), employee of Phuong Dong Medical Equipment Company Limited;
7. Le Xuan Tuan (born in 1982), employee of the Finance and Accounting Department of the Hanoi Center for Disease Control (CDC) under the Hanoi Department of Health.
After the Supreme People's Procuracy approved, the Ministry of Public Security's Investigation Police Agency (C03) executed the above Decisions and Orders in accordance with the provisions of law.


Currently, the Ministry of Public Security's Investigation Police Agency (C03) is urgently focusing on clarifying the defendants' actions, recovering state assets and conducting an expanded investigation of the case in accordance with the law./.
