Prosecution of the case due to delay in progress, causing great waste of State budget when implementing the Ban Mong Reservoir Project
According to the Ministry of Public Security, on October 31, the Investigation Police Agency (Ministry of Public Security) initiated a criminal case of "Violating accounting regulations causing serious consequences" and "Violating bidding regulations causing serious consequences" occurring at Department 4 - Ministry of Agriculture and Rural Development, Hoang Dan Investment and Construction Company Limited (Hoang Dan Company) and related units.
Previously, the Ministry of Public Security's Investigation Police Agency (Department of Investigation Police for Crimes of Corruption, Economy, and Smuggling) clarified violations in the investment and implementation process of the Ban Mong Reservoir Project, Nghe An Province, invested by the Irrigation Investment and Construction Management Board 4 - Board 4 under the Ministry of Agriculture and Rural Development, which was behind schedule and had to adjust the total investment many times, causing great waste to the State budget..
Along with initiating criminal proceedings on "Violating accounting regulations causing serious consequences" and "Violating bidding regulations causing serious consequences", the police agency also prosecuted and applied preventive measures against 8 defendants, including:
Nguyen Van Dan - Director of Hoang Dan Company for the crime of "Violating accounting regulations causing serious consequences" and the crime of "Violating bidding regulations causing serious consequences", stipulated in Article 221 and Article 222 of the Penal Code;
Hoang Xuan Thinh - former Deputy Director of Department 4; Nguyen Vinh Hoang - Head of Planning and Appraisal Department of Department 4; Duong Chi Thanh - Officer of Construction Management Department of Department 4; Vu Dinh Thinh - Deputy Director of Hoang Dan Company for the crime of "Violating bidding regulations causing serious consequences", stipulated in Article 222 of the Penal Code;
Vu Thi Kim Lien - Chief Accountant of Hoang Dan Company; Bui Cao Nguyen - Accountant of Hoang Dan Company; Nguyen Van Giap - former Director of Sao Vang Company for the crime of "Violating accounting regulations causing serious consequences", stipulated in Article 221 of the Penal Code.

The Ban Mong Reservoir Project in Yen Hop Commune, Quy Hop District, Nghe An (Phase 1) was approved by the Ministry of Agriculture and Rural Development (MARD) in 2009 using Government Bond capital, with a total investment of 3,744 billion VND from Government Bond capital and was arranged to supplement the capital source of the medium-term public investment plan, period 2021-2025, with a balanced allocation of more than 234 billion VND to complete the Ban Mong Reservoir Project on schedule in 2025.
The project is built on Hieu River, the lake is 25 km wide.2, mainly located in Quy Hop, Quy Chau, Nghia Dan districts (Nghe An province) and part of Nhu Xuan district (Thanh Hoa province).
This is identified as the largest irrigation project in Nghe An, with a capacity of 225 million m3water. When put into operation, the project will serve irrigation for nearly 20,000 hectares of agricultural land in Quy Hop, Nghia Dan, Tan Ky districts, Thai Hoa town and 3 communes of Anh Son district; supply water to Ca river in the dry season with a flow of 23m3/s; flood reduction in the rainy season.
