On August 9, Colonel Tran Ngoc Hanh - Director of Can Tho City Police - said that the Can Tho City Police Security Investigation Agency had initiated a case and prosecuted Pham Le Hoang Uyen.

“From Ms. Uyen’s initial statement, the Can Tho City Police Investigation Security Agency is summoning a number of subjects in Ho Chi Minh City to work to clarify the roles of these subjects in colluding with Uyen to receive money from businesses; whether or not there was any discussion to influence anyone to “run” to remove the articles in the series of articles published by the Ho Chi Minh City Women’s Newspaper,” said Colonel Hanh.

Responding to reporters, Colonel Hanh added that the investigation agency has not yet worked with the Editorial Board of Ho Chi Minh City Women's Newspaper and has not arrested any other related subjects.

Currently, the investigation agency is focusing on consolidating the case file, summoning the company director and some people believed to be involved in the case of receiving money from the company to "run" to remove the article for questioning.

According to Colonel Hanh, initially Ms. Uyen confessed that she had known Mr. Vo Thanh Long - director of Uoc Mo Viet International Joint Stock Company and Cao Thang Real Estate Joint Stock Company, before.

After the Ho Chi Minh City Women's Newspaper published a series of three investigative articles "Tracking the traces of the 600 billion VND fundraising line for a ghost project"; "Cicada shedding its shell" and "Drawing a 1,000 billion VND tourist area with one's mouth" reflecting signs of violations by Uoc Mo Viet Company and Cao Thang Company in raising capital for the "Phu Huu Eco-tourism Area" project in Chau Thanh District, Hau Giang, Ms. Uyen discussed with some people and agreed with Mr. Long that if they wanted to remove the three articles, they would have to give Uyen and the group 700 million VND. If they were delayed, the newspaper would continue to publish another article and then if they wanted to remove the article, the amount would have to be 1 billion VND.

Ms. Uyen directly contacted Mr. Long to negotiate and because of fear of further posting, Mr. Long agreed to pay 700 million VND.

After agreeing on the price, Ms. Uyen told the group that the partner only agreed to pay 600 million VND, this amount would be divided equally among the group members when the project was successful and "kept" 100 million VND for herself.

As scheduled, at 8:00 p.m. on August 6, Ms. Uyen drove to Hoa Cau Coffee Shop, Ninh Kieu District, Can Tho City to receive the money, but was caught red-handed by Can Tho City Police. Because Mr. Long only had time to prepare 280 million VND to give to Ms. Uyen, the amount of money seized at the scene was 280 million VND.

Ms. Pham Le Hoang Uyen (41 years old) - reporter for Career Guidance and Integration magazine - from Quang Nam, majored in journalism from 1994-1998 at the Faculty of Literature and Journalism, University of Social Sciences and Humanities, Ho Chi Minh City.

After graduating from university, Ms. Uyen worked at a number of agencies and magazines and has just joined the Career Guidance and Integration magazine of the Vietnam Association of Enterprises of War Invalids and People with Disabilities for the past 3 months as the chief representative of the office in Ho Chi Minh City.

Before being arrested, Ms. Uyen had written several articles published in a magazine about Uoc Mo Viet International Joint Stock Company such as: "General Director of Uoc Mo Viet International Joint Stock Company: Customers are the most important"; "Exchange of businessmen, enterprises and social work for national economic development"... under the pen name Hoang Uyen.
