Prosecution of 8-year-old girl who was repeatedly abused in Hanoi

Regarding the case of an 8-year-old girl who was accused of being repeatedly sexually abused by a bank officer in Thinh Liet Ward (Hoang Mai, Hanoi), Colonel Nguyen Hong Thai, Chief of Hoang Mai District Police, confirmed that he had transferred the case file to the Hanoi City Police Department of Investigation to continue investigating the case.
On the evening of March 13, the Hanoi City Police Department decided to prosecute the case of "child molestation" under Article 116 of the Penal Code.

Previously, on the afternoon of March 13, the leader of Hanoi City Police chaired a meeting with the Hanoi City Police Department, the Hoang Mai District Police Department and a number of functional units. The Director of Hanoi City Police Department directed the Office of the Investigation Police Department to receive the entire case file from the Hoang Mai District Police Department to issue a decision to initiate an investigation into the case.
Regarding the above incident, the lawyer defending the victim’s family shared that they had learned about the incident through the press and were waiting for an official decision from the authorities. Lawyer Luan also expressed his hope to receive a decision to prosecute the case soon so that the case would not be buried.
Previously, Ms. L. (N.'s mother) filed a report about the incident. At around 7:30 p.m. on January 8, 2017, N. (her daughter) went to her uncle's house nearby to play. At that time, besides N., MQ and B. were also playing in the alley.
According to Ms. L., at this time, CMH, a neighbor, lured and carried N. into a small alley in Tan Mai street and committed depraved acts. Due to being too scared, N. screamed and bit H.'s hand.
Hearing N.'s screams, MQ and B. ran over and used a broom to hit H.'s back to rescue N. After hearing her daughter recount the incident, Ms. L. angrily called H. over to talk.
According to Ms. L., because she was so upset about H.'s behavior, on January 10, Ms. L. went to the police to file a complaint accusing CMH of sexually assaulting her daughter.
Regarding the above incident, Deputy Prime Minister Truong Hoa Binh requested the Hanoi People's Committee to urgently direct the relevant agencies to inspect, verify and clarify the incident and promptly bring the subject to strict and lawful punishment; report the results to the Prime Minister in March 2017./.
