Prosecution of land registration office officer who caused fatal accident and then fled
After the accident, Ms. Huong’s electric bike got stuck in the front of the car. Instead of stopping to handle the incident, driver Tho drove away from the scene, dragging the electric bike for more than 1km before being stopped by local residents.
On September 18, Thanh Hoa City Police (Thanh Hoa Province) announced that they had initiated a case to continue investigating the driver's behavior in causing an accident leading to death.
Previously, at around 7:30 p.m. on September 13, a traffic accident occurred on Can Co Street (Ward 2, Long Anh Ward, Thanh Hoa City).

At that time, Ms. Nguyen Thi Huong (born in 1981, residing in Quang Trung village, Hoang Dong commune, Hoang Hoa district) was riding an electric bicycle from Hoang Hoa district to Thanh Hoa city when she was suddenly hit from behind by a car with license plate number 36A-759.26 driven by Le Van Tho (born in 1995) traveling in the same direction. The strong impact caused Ms. Huong to die on the spot.

Test of alcohol concentration in driver Tho's breath showed result of 1,089mg/L.
On September 14, Mr. Le Trung Mac - Director of the Hoang Hoa District Land Registration Office confirmed that driver Le Van Tho (born in 1995, residing in Dong Tho ward, Thanh Hoa city) is an officer working at the office.
