Criminal charges filed in the case of a car swept away by floods in Khe Ang.

(Baonghean.vn) -Immediately after completing the search for victims, the Nghia Dan District Police Investigation Agency issued a decision to initiate criminal proceedings and indict Mr. Truong Van Thai, the driver of the vehicle that was swept away by the flood in Ang stream, resulting in 5 deaths.

On September 24th, Colonel Phan Tuan Phuong, Head of the Nghia Dan District Police, announced that Mr. Truong Van Thai (born in 1954), a traffic inspector under the Nghe An Department of Transport, has been prosecuted and detained for four months on charges of "Violating regulations on controlling road traffic vehicles," under Clause 3, Article 202 of the Penal Code.

Earlier, on the night of September 19th, after driving an Inova car that was swept away by floodwaters, resulting in the deaths of 5 people in Khe Ang, Nghia Hong commune, Nghia Dan district, Mr. Thai was taken into custody by the police.

Mr. Thai's car was found in the Ang ravine, about 500 meters from where it was swept away.

According to initial statements, Mr. Thai admitted to driving from Nghia Hong commune onto Ho Chi Minh Highway, carrying five passengers: Mr. Tran Van Ngo, Mrs. Nguyen Thi Nham (Mr. Ngo's wife), Ms. Tran Thi Nga (Mr. Ngo's daughter), two children, Vu Thi Thuy Linh and Vu Ba Hai (Ms. Nga's children), and Mrs. Phan Thi Duong (Mr. Ngo's in-law). Upon reaching the Khe Ang spillway, he encountered a road barrier, and the guard informed him that the road was deeply flooded and impassable. However, Mr. Thai still drove through to arrive on time for a memorial service in Hoa Binh.

When the car stalled and was swept away by the floodwaters down Khe Ang stream, Mr. Thai was the first to get out, followed by Mr. Ngo. The remaining five people in the car were swept away by the flood. On September 22nd, when the water in Khe Ang stream receded, authorities found the car along with four victims. On September 23rd, the body of Vu Ba Hai was also found by residents of Vinh Son commune, Anh Son district, in the Lam River.

Clause 3, Article 202 of the Penal Code stipulates that anyone who operates a road vehicle and violates road safety regulations, causing particularly serious consequences, shall be sentenced to imprisonment from seven to fifteen years.
