'Do not appoint people with family relationships to work together'
This is a content in the Government's Action Program to implement anti-corruption work until 2020.
The objective of the Program is to effectively implement the Government's tasks in anti-corruption work to successfully implement the 5-year socio-economic development plan 2016 - 2020 approved by the 13th National Assembly, 11th session on April 12, 2016 in Resolution No. 142/2016/QH13 and implemented by the Government in Resolution No. 63/NQ-CP dated July 22, 2016; overcome limitations and weaknesses, create clear changes in the coming time, prevent and gradually push back corruption, effectively implement the Resolution of the 12th National Party Congress, Resolution of the 3rd Central Committee, 10th tenure, Conclusion No. 21-KL/TW of the 5th Central Committee Conference, 11th tenure, Conclusion No. 10-KL/TW of the Politburo. Strengthen people's trust, build a clean and strong Party and State.
The Action Program is a specific plan to implement the National Strategy on Anti-Corruption until 2020 and the Plan to implement the United Nations Convention against Corruption; it is the basis for ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, economic groups, state-owned corporations (collectively referred to as ministries, branches, and localities), relevant agencies, organizations, and units to develop specific plans and organize the implementation of anti-corruption solutions and tasks.
8 main task groups
The Government has set out 8 main groups of tasks to be implemented from now until 2020: 1- Enhance the role and responsibility of cadres, civil servants and public employees, especially the heads of agencies, organizations and units; 2- Strengthen the management and supervision of cadres, civil servants and public employees; perfect and strictly implement regulations on organization and personnel work; 3- Control assets and income; enhance publicity and transparency in the performance of public duties; 4- Perfect the institution on socio-economic management; ensure the effectiveness and efficiency of corruption prevention and control work; 5- Strengthen inspection, examination, supervision, auditing, investigation, prosecution and trial; improve the effectiveness of appraisal and recovery of corrupt assets; 6- Raise awareness and promote the role and responsibility of society; 7- Perfecting the organizational structure, functions and tasks of agencies and units with the function of preventing and combating corruption; 8- Internalizing the provisions of the United Nations Convention against Corruption in accordance with Vietnamese conditions and laws; expanding the scope of the Law on Anti-Corruption to the non-state sector and improving the effectiveness of international cooperation in anti-corruption.
In order to strengthen the management and supervision of cadres, civil servants and public employees; perfect and strictly implement regulations on organizational and personnel work, in the coming time, the Government will urgently review, supplement and overcome loopholes and shortcomings in organizational and personnel work; clearly assign and decentralize tasks; specifically and clearly stipulate the functions, tasks and powers of each organization and individual, overcome overlapping and vacancies in management activities; stipulate the responsibilities of each job position, enhance the role and responsibility of the head of agencies, organizations and units.

At the same time, strengthen inspection and examination of the implementation of legal regulations on public service and civil servants, especially the implementation of the code of conduct, what cadres and civil servants are not allowed to do, accountability, and performance of public duties; increase the authority and responsibility of leaders in temporarily suspending subordinate cadres for review, verification, and conclusion when there are signs of corruption.
Regulate and strictly implement the handling, transfer, dismissal, and replacement of leaders and managers who show signs of corruption that have caused much public opinion; overcome the limitations of job transfer to prevent corruption; effectively implement the policy of arranging a number of provincial and district-level leadership positions that are not local people; do not arrange, promote, or appoint people with family relationships to work together in certain sensitive jobs and fields that are prone to corruption and negativity.
Resolutely and effectively carry out the restructuring of the apparatus, streamlining the payroll, in sync with the reform of the civil service regime, restructuring the contingent of cadres, civil servants and public employees; have reasonable salary policies to gradually implement the salary regime in the direction of ensuring that cadres, civil servants and public employees meet the minimum living standards and have a decent income in society.../.
