Do not convert other types of vehicles into passenger cars.

This is a regulation issued by the Ministry of Transport in Circular 29/2012/TT-BGTVT on the modification of road motor vehicles.

The circular stipulates that it is prohibited to convert other types of vehicles into passenger cars (people transport vehicles); it is prohibited to modify or change the intended use of motor vehicles that have been in use for more than 15 years, imported specialized vehicles within the last 5 years, and imported refrigerated trucks within the last 3 years from the date of registration; it is prohibited to convert people's vehicles into trucks of any type, except for converting people's vehicles with 16 seats or fewer into VAN trucks…

Furthermore, throughout its service life, each motor vehicle may only be modified or altered in one of the two main components, either the engine or the chassis, and no more than 3 of the following 6 systems/components: 1- Power transmission system (clutch, gearbox, driveshaft, and main transmission); 2- Drive system (wheels, driven axle); 3- Suspension system; 4- Braking system; 5- Steering system; 6- Cab, body, or cargo compartment.

The Ministry of Transport emphasized that the renovation work must be carried out at a manufacturing facility registered to conduct business in the field of motor vehicle renovation and must be inspected and certified for technical safety and quality.

The above regulations have been in effect since October 1, 2012.
