Can I get a car license without a motorcycle license?
According to regulations, people learning to drive a car must meet the conditions of age, health and qualifications.
Currently, the law does not stipulate that without a motorcycle license, a car license cannot be issued. Thus, people without a motorcycle license can still register to study and get a car license normally.
Specifically, in Article 7 of Circular 12/2017/TT-BGTVT on training and testing for road motor vehicle driving licenses, supplemented by Clause 5, Article 1 of Circular 38/2019/TT-BGTVT, there are the following regulations for people learning to drive a car:
As a Vietnamese citizen, a foreigner is allowed to reside or work or study in Vietnam.

Be of legal age (as of the driving test date), in good health, and have the required educational level; can study in advance but can only take the test when of legal age.
Students who want to upgrade their driving license must have enough driving time or practice and safe driving kilometers as follows: Class B2 to D, C to E: practice time of 05 years or more and 100,000 km or more of safe driving.
Students who want to upgrade their driver's license to class D or E must have a junior high school diploma or equivalent.
What is a driver's license?
Types of car driving licenses (also known as driving licenses) are a type of license/certificate that vehicle drivers are issued by competent state agencies. Having a car driving license means that you are allowed to operate vehicles: cars, trucks, passenger cars... to participate in traffic.
After being granted a driving license, while driving a vehicle on the road, if the traffic police ask to present a driving license (car driving license) but the driver does not have one, he/she must be subject to various forms of punishment, mostly administrative fines. If accompanied by other violations, the driving license will be temporarily revoked or the vehicle will be impounded.
Current types of driver's licenses
Class B1 driver's license: Issued to people 18 years of age or older who are allowed to drive the following vehicles: Cars with less than 9 seats, trucks, specialized trucks with a load capacity of ≤3.5T, tractors with 1 trailer <3.5T.
Class B2 driver's license: Currently the most common driver's license. Drivers with a Class B2 driver's license must be 18 years old and are allowed to drive the following vehicles: Cars with less than 9 seats, trucks and tractors with a trailer weighing <3.5 tons, including vehicles that a B1 license is allowed to drive.
Class C driver's license: Issued to people 21 years of age or older, allowed to drive the following vehicles: Cars with less than 9 seats, Trucks, specialized trucks with a load capacity of over 3.5 tons, tractors, trailers under 3.5 tons, vehicles under class B1, B2 driver's license...
Class D driver's license: Requires over 24 years old, has a secondary school diploma (grades 9/12), can drive cars from 10 to 30 seats, vehicles specified in B1, B2 and C licenses
4-wheel driving license class E: Issued to people over 27 years old and allowed to drive the following vehicles: cars with over 30 seats, vehicles specified in license types B1, B2, C, D.
Class F, FC car driving license: Issued to people who have a class B2, C, D, E car driving license, allowed to drive the following types of vehicles: Vehicles specified in license types B2, C, D, E are allowed to pull semi-trailers ≥ 750 kg.
FC Class: same as F Class with additional container drivers.
