(Baonghean) - There are no "no-go zones" in the work of handling violating officials - this is the consistent guiding spirit of the Politburo and the Central Party Secretariat in recent times. To concretize this policy, the Inspection Committee at all levels in Nghe An has implemented many solutions to effectively inspect and supervise violating officials and Party members. Thereby, it has promptly detected shortcomings and limitations, at the same time rectified, overcome, and improved the quality of activities, consolidating people's trust in the Party.
DEALING RESOLUTION AND STRICTLY
Identifying inspection and supervision as one of the important contents in Party building work, the Inspection Committees at all levels have advised Party committees and authorities to develop inspection and supervision programs and plans, and at the same time acted as a focal point to connect inspection and supervision activities with departments and branches such as: People's Council, People's Committee Inspectorate, and Fatherland Front Committee. In Hung Tien commune (Hung Nguyen), the Hung Nguyen District Party Committee's Inspection Commission has inspected signs of violations related to construction activities and settlement of construction costs for Cau market (new rural market). According to the construction budget submitted by the Commune People's Committee to the district for approval, the construction cost of Cau market is up to 27.3 billion VND, however, according to objective calculations, the actual cost is only about 16.5 billion VND. After inspecting and concluding that there were violations, the District Party Committee's Inspection Commission is advising the Party Committee to take disciplinary action after the inspection.
Similar to Hung Nguyen district, some district-level Inspection Committees such as Cua Lo Town Party Committee, Do Luong District Party Committee, Nghi Loc, Yen Thanh... have actively and proactively implemented professional measures when cadres, party members, and party organizations showed signs of violations. In Son Thanh commune (Yen Thanh district), there was a violation of land allocation without authority with an area of 4,800m2.2worth 6.5 billion VND, took place in 2008 - 2009, and the incident lasted until 2016. In 2017, after discovering the violations, the Yen Thanh District Party Committee's Inspection Committee inspected and handled related Party organizations and Party members.

It can be seen that the Inspection Committees at all levels have proactively and promptly identified problems, detected signs of violations and identified subjects, thereby promptly preventing and stopping violations when they are still in their infancy, ensuring strict maintenance of Party discipline, creating deterrence, and at the same time, through inspection, pointing out shortcomings and violations so that the subjects of inspection can take measures to overcome and correct them.
IDENTIFY 3 "KEY POINTS"
With the assigned functions and tasks, the inspection and supervision work of Party committees and Inspection Commissions at all levels has gradually gone into depth, with focus and key points. In the first 6 months of the year, Inspection Commissions at all levels in Nghe An advised Party committees to inspect 1,020 organizations and 2,017 party members; and to supervise 721 organizations and 1,385 party members. In addition, along with comprehensively performing the tasks prescribed in Article 32 - Party Charter, Inspection Commissions at all levels have focused on conducting inspections when there are signs of violations against 235 organizations and 472 party members; reviewing, handling and advising Party committees to discipline 4 party organizations and 504 party members in the entire Provincial Party Committee. All inspections, supervisions and disciplinary actions ensure the process, principles, procedures and authority; clearly defining the content, subjects and methods of implementation; The advantages and disadvantages are clearly concluded, and violations are promptly handled, so the quality and effectiveness of inspections are improved, having an educational effect and preventing violations among party organizations and party members.
However, in the process of performing tasks, many localities and units still face many difficulties and problems. In Nghi Loc district - a locality where many key investment projects of the province are being implemented, attracting many businesses. In addition to bringing benefits in socio-economic development, many problems arising from practice require local Party committees and authorities to focus on solving. Head of the Nghi Loc District Party Committee's Inspection Commission Bui Quang Vinh said that inspection and supervision officers spend a lot of time in handling petitions and complaints, especially complicated issues such as land disputes and site clearance, while the force is thin, so it has not met people's expectations.
With the viewpoint that supervision must be expanded and inspection must have a focus, the Chairman of the Provincial Party Committee's Inspection Commission Bui Thanh An said that the Inspection Commissions at all levels must focus on implementing 3 "key points" in the coming time. In particular, the Inspection Commissions at all levels must proactively promote their advisory role to the Party Committees to perform well the inspection and supervision tasks, with a resolute spirit, thoroughly handling complicated cases that the public is concerned about.
“First of all, it is to inspect the leadership, direction and organization of the implementation of programs and plans of the Party Committee on the implementation of Resolutions of the 4th Central Committee (term XI and XII); inspect the implementation of the contents of Resolutions of the 6th Central Committee and 7th Central Committee (term XII) associated with the work of preventing and combating corruption and waste; Directive 05 of the Politburo; Regulation No. 08 on exemplary responsibility”.

The top priority for the Inspection Committees at all levels from now until the end of the year is to best perform the tasks of preparing for Party congresses at all levels, leading up to the 13th National Congress of the Party; proactively advising on additional personnel for the Inspection Committee; coordinating the appraisal of Party committee personnel; advising on handling cases related to complaints, denunciations as well as recommendations and reflections from citizens, especially those related to personnel work. In the immediate future, it is necessary to focus on researching and effectively implementing Directive 35 of the Politburo on Party congresses at all levels leading up to the 13th National Congress of the Party.
