Do not let the project to build Vinh City 'clean of drugs' be interrupted or delayed when there is no district-level police force.
That was the direction of Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police at the Conference to direct the continued implementation of the Provincial People's Committee's Project on building Vinh city "clean of drugs" when not organizing district-level police on the morning of March 25.
Attending the conference were representatives of leaders of professional departments of the Provincial Police, police chiefs of communes and wards in Vinh city.
Implementing Decision No. 2364/QD-UBND dated September 9, 2024 of the Chairman of Nghe An Provincial People's Committee on promulgating the Project to build Vinh city "clean of drugs", after 6 months of implementation, outstanding results have been achieved. The work of advising and directing the implementation of the Project of the Provincial People's Committee on building Vinh city "clean of drugs" has been implemented basically and systematically, uniformly from the province to the communes and wards in Vinh city.
The leadership and direction of the implementation of measures to "clean up" drugs in some areas have been carried out resolutely and synchronously to the blocks and hamlets. Thereby, many areas have completed the "clean from drugs" criteria, ensuring the assigned progress.

The fight against drug crimes and the eradication of drug trafficking networks and illegal drug retail outlets have also been vigorously carried out with specific solutions. To effectively implement the Project, Vinh City Police have proactively established two special working groups to conduct raids and eradicate illegal drug retail outlets and simultaneously test suspected drug users in the area.
Through that, the Drug Crime Investigation Police Department and Vinh City Police discovered and arrested 57 cases, 75 drug criminals, seized 1.5 kg of heroin, 63 kg of synthetic drugs, 16.068 grams of ketamine, 23.3 kg of crystal meth and many other related evidences.
Of which, 2 drug trafficking lines into consumption areas and 12 illegal drug retail points operating in Vinh city were eliminated; 20 addicts were recorded and sent to compulsory drug rehabilitation facilities.
At the conference, delegates discussed and evaluated the results achieved; at the same time, frankly acknowledged the difficulties, obstacles and problems in the process of implementing the Project. From there, they proposed measures and solutions to effectively implement the Project to build Vinh city "clean of drugs" without organizing district-level police.
Speaking at the conference, Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police Department requested that the professional departments and the police of communes and wards in Vinh city need to strengthen the implementation of the Provincial People's Committee's Project on building Vinh city "clean of drugs" without organizing district-level police.
“The implementation of the Project is a political and strategic task, with the goal of serving the people, so it must be carried out regularly and continuously; closely following the roadmap to advise and direct the synchronous and effective implementation of solutions to ensure suitability with the practical situation; must mobilize the maximum participation of the entire political system and the entire population, in which the police force plays a core role. Absolutely do not allow interruptions or breaks when not organizing district-level police; absolutely do not have the mindset of working "at a standstill"; there must be more fundamental, methodical solutions and measures with "highlights", associated with Plan No. 483/KH-BCA-C04 of the Ministry of Public Security in the fight against and prevention of crime and drug abuse", the Director of the Provincial Police emphasized and thoroughly grasped.

Currently, implementing the 2-level police model (province - commune), there is no longer Vinh City Police, so the Drug Crime Investigation Police Department of the Provincial Police is assigned to be on duty, preside over advising, urging, and inspecting the Project. At the same time, the Drug Crime Investigation Police Department of the Provincial Police needs to strengthen guidance and support for the police of communes and wards in Vinh City in professional work, fighting against all types of crimes and drug abuse, especially new types of drugs; improve State management of drug addiction treatment and post-treatment management.
The Provincial Police Director also requested the police of units and localities to step up propaganda on the harmful effects of drugs, especially new drugs disguised as electronic cigarettes, laughing gas, etc.; improve the effectiveness of drug prevention and control models in schools. Continue to conduct a general review of addicts and suspected addicts, avoid missing them to implement professional measures; do not be subjective, negligent, do not chase after achievements, determined to make Vinh city "clean of drugs", ensure security and order, create a safe, civilized and modern living environment, contributing to promoting the socio-economic development of Vinh city in particular, Nghe An province in general.
