President Ho Chi Minh is a shining example of revolutionary ethics, dedicating his whole life to the country and the people. From his practical activities and revolutionary leadership, President Ho Chi Minh believed that the most effective way to set an example is first of all to set an example of ethics. Because according to him: "If a revolutionary does not have ethics, no matter how talented he is, he cannot lead the people."
Associate Professor, Dr. Ly Viet Quang, Ho Chi Minh Institute and Party leaders (Ho Chi Minh National Academy of Politics) said that, BHo Chi Minh always valued both morality and talent. But in the relationship between morality and talent, he determined that: morality comes first, morality is the root.
People who use the phrase "having revolutionary ethics can carry heavy burdens and go far". Not only in difficult times but also in favorable times, ethics will help cadres and party members not to fall into communist arrogance for victory and success.

From studying and following Ho Chi Minh's ideology, morality and lifestyle to Regulation 08 on the responsibility of setting an example for cadres and party members, first of all high-ranking leaders, is a very important development step in Party building and rectification.
The responsibility of setting an example is promoted, from Party regulations to the voluntary implementation of each individual, to foster the vanguard character of the Party and the noble qualities of cadres and Party members, to consolidate solidarity and unity within the Party and the close relationship between the Party and the people. Each person, from work and life, setting a good example is also a source of pride for themselves, to constantly improve themselves.
Following his teachings, Party Central Committee member and Hai Duong Provincial Party Secretary Nguyen Manh Hien said that setting an example of morality, a pure lifestyle, courage, responsibility, and faith must be substantial, avoiding formality and trying to create an image. One must be truly honest in work and life.

“If you want to set an example, you have to say what you do. Your thoughts and actions must put the common interest first, from personnel work to the process of directing the implementation of tasks, especially having the mindset to improve the overall development of the province. My wish is that the Party must be strong, the government must act, and say what you do,” said Mr. Nguyen Manh Hien.
Setting an example is truly self-cultivation towards what is good and noble, and also preventing mistakes. Professor Hoang Chi Bao, former member of the Central Theoretical Council, affirmed: Following the example of President Ho Chi Minh is for us to learn and practice setting an example or setting an example in a worthy and honorable way, as cadres and party members of the ruling party, before the people and society.
“To set an example, the person setting the example must be honest, responsible, have the virtue of sacrifice, have a pure motivation to live for the people and the country, and not have any private individualism. To do this, Uncle Ho emphasized that everyone must pay attention to setting an example, but the most important thing is that leaders, especially high-ranking leaders, must pay more attention to being exemplary and setting an example. Our Party has done so in the regulations on the responsibility to set an example for key officials, especially Politburo members and Secretariat members. This regulation is very popular with the people and is very consistent with Uncle Ho's instructions" - Professor Hoang Chi Bao shared.

We must also frankly admit that, in addition to the achievements, the exemplary behavior of a number of cadres and party members still has limitations. Currently, there are still many cadres and party members, even those in positions who lack the awareness to practice, fall into individualism, and go against Uncle Ho's exemplary thinking.
In fact, since the beginning of the 12th tenure, over 70 cadres and party members under the management of the Politburo and Secretariat have been disciplined by the Party and criminally prosecuted. This further requires that in the coming time, we continue to promote the work of preventing and combating corruption, contributing to good preparation for Party Congresses at all levels and towards the 13th National Party Congress.
Associate Professor, Dr. Doan The Hanh, Ho Chi Minh National Academy of Politics affirmed, tGiven the situation in which our Party is preparing for the 13th National Party Congress, in the extremely difficult and complicated conditions of a market economy, socialist orientation, and international integration, it requires not only talent to show the way and lead the way, but also to set an example in terms of character. Therefore, in personnel work and strategic planning, it is necessary to select and not let those who do not have the character and exemplary qualities into the Party's ranks.

The 50th anniversary of the implementation of President Ho Chi Minh's Testament is an opportunity for every cadre and party member to look back at themselves, follow Uncle Ho's example and set an example. In order for the following of President Ho Chi Minh to be truly effective, the implementation must be consistent with the motto "top first, bottom later", "inside first, outside later", "learning goes hand in hand with doing" and start with close, practical things, linked to the implementation of tasks and daily activities. Doing these things well will certainly create positive changes by following President Ho Chi Minh's example.
