The leadership recruitment exam is just the first step. More importantly, after the exam, there needs to be a mechanism to control and monitor the work process.

“Following procedures”, “appointing relatives over talented people”, and appointing based on “relationships, descendants, and money” are phrases that have long been mentioned by public opinion when talking about the selection and appointment of officials. To overcome loopholes in personnel work, innovation in the selection and appointment process is a very important measure. In particular, the selection of leadership positions is considered a new way to increase publicity and transparency in the appointment and promotion of officials, and at the same time a solution to prevent abuse of power by those who are empowered in personnel work.

Implementing the Politburo's conclusion on the Project "Piloting innovation in the selection of leaders and managers at the department, agency and division levels", the Central Organizing Committee recently organized a recruitment exam for three positions: Director of the Department of Personnel Policy, Department of Party Grassroots and Department of Localities III. The recruitment information has been publicly posted on the mass media for more than a month.

Candidates are given a topic and have 30 days to prepare, work, research, survey and submit their proposals to the support team. The proposals are sealed and will be opened for consideration at the first meeting of the council. The selection council includes not only members of the Central Organizing Committee but also 4 members from the Ministry of Home Affairs, the Ho Chi Minh National Academy of Politics, the Vietnam Academy of Social Sciences and the Academy of Public Administration. After the candidates defend their proposals, the council conducts a one-time scoring by secret ballot. The final score is the average of the members.

Mr. Duong Minh Duc, Director of the Department of Organization and Personnel - Central Organization Committee, said that this method ensures democracy, objectivity and fairness.

“Regarding the recruitment of leadership positions, the Secretariat has issued an official dispatch requesting 14 central ministries, branches and 22 provinces and cities to pilot the recruitment, and the Central Organizing Committee is the pioneer. We identify this as an important task to partly do a good job according to the assigned functions and tasks and partly limit the shortcomings and difficulties in personnel work that the public is concerned about. The leaders of the committee have directed strongly to have a successful recruitment. However, the results of the tasks of those appointed through recruitment will be the most accurate and complete answer,” Mr. Duc added.

For a long time, the appointment and promotion of officials has been mentioned with many negative aspects, causing public outrage. Many agencies, units and localities recruit in a closed-door manner, sitting and studying records, reviewing resumes, examining degrees and even pre-arranging job positions. That is not to mention the situation of "buying positions and power", or "living long to become a veteran", appointing relatives over talented people...

Therefore, through this innovation in the method of selecting leaders and managers, it will contribute to selecting worthy people. At the same time, the selection process will create a healthy competitive environment, avoiding closed and local situations in the work of planning and appointing officials as well as overcoming the situation of manipulation, abuse of power, group interests and corruption in personnel work.

According to Professor Tran Ngoc Duong, former Deputy Head of the National Assembly Office, in order to select talented people through exams, the preparation and organization of the exam is very important.

“The preparation stage must be such that the information about the exam reaches many people, from which we can find good candidates. Organizing the exam is the second important stage, the examiner and the person who creates the exam questions play a very important role in evaluating worthy people. These issues are very difficult, requiring meticulousness and each position has its own qualities and evaluation criteria, how to evaluate accurately, best, and find the most worthy person. If we do well in these two stages, the exam will be substantial,” said Professor, Dr. Tran Ngoc Duong.

Assessing the recent recruitment exam for the position of Department Head at the Central Organization Committee, Permanent Deputy Head of the Central Organization Committee Nguyen Thanh Binh said that it was "a breakthrough to continue perfecting the process and speeding up the process of innovation in personnel work as the key of the key".

According to Professor, Doctor Pham Van Duc, Vice President of the Vietnam Academy of Social Sciences, the recruitment of leadership and management positions is only the first step in personnel work. More importantly, after the recruitment, there needs to be a mechanism to control and monitor the work process of those appointed through the recruitment. With the recent organization of the examination for the position of Department Head, the Central Organizing Committee has become the pioneer agency in piloting the innovation in selecting leaders at the department, office, and division levels in 14 central ministries and 22 localities according to the direction of the Secretariat.

For the first time, a Party advisory body on personnel work organized a recruitment exam, which was considered the “drumbeat of command” to start innovation in the selection and appointment of cadres in particular and in personnel work in general. Therefore, this recruitment exam needs to be evaluated to gain experience in order to have appropriate next steps./.
