On the morning of August 18th, Politburo member and Deputy Prime Minister Nguyen Xuan Phuc, Chairman of the Clemency Advisory Council, along with a delegation, inspected the clemency process at Ninh Khanh Prison in Ninh Binh province.

Colonel Pham Huu Hoc, Superintendent of Ninh Khanh Prison, said that the prison currently manages and educates more than 4,000 inmates, including over 700 female inmates. Following the President's decision on the 2013 amnesty, Ninh Khanh Prison disseminated the decision and publicly posted it in all sub-prisons and cells.

On August 1, 2013, the prison's pardon review board conducted a review of 383 inmates. On August 5, inter-agency assessment team No. 3 reviewed the pardon applications and approved the pardons for the 383 inmates.

Following the assessment by the inter-agency team, the unit developed Plan No. 95 to organize legal and civic education programs for inmates in accordance with regulations. Currently, the unit has sent inmate information forms to the local police where the inmates reside, providing necessary information to help them reintegrate into society after their release.

The unit also prepared the necessary conditions such as transportation costs, clothing, and other means of transport for the pardoned prisoners and contacted six businesses in the area to employ the 35 pardoned prisoners.

Speaking at the inspection, Deputy Prime Minister Nguyen Xuan Phuc congratulated the officers and soldiers of Ninh Khanh Prison on the 68th anniversary of the traditional day of the police force. The Deputy Prime Minister noted that in recent years, the officers and soldiers of Ninh Khanh Prison have done a good job in educating and rehabilitating prisoners.

Regarding this year's amnesty process, Deputy Prime Minister Nguyen Xuan Phuc instructed that the amnesty review process must ensure compliance with the criteria and requirements for amnesty as stipulated in the President's Decision. In particular, the review process must be conducted openly and transparently, allowing each prisoner to review and compare their case against the criteria and directly vote to select those who meet the requirements, ensuring fairness and democracy in the amnesty review process.

During the pardon review process, all officials involved must strictly adhere to the law and prevent any misconduct. Any detected irregularities must be dealt with severely.
