You cannot use your party membership card, driver's license... to check in for a flight.

From January 5, 2018, passengers will not be allowed to use party membership cards, press cards, driver's licenses, etc. to check in for flights.

The above regulations are stated in Circular 45/2017/TT-BGTVT amending and supplementing Circular 01/2016/TT-BGTVT on aviation security programs and quality control of aviation security in Vietnam, which has just been signed and issued by the Minister of Transport.

Accordingly, from January 15, 2018, Vietnamese passengers aged 14 and over are not allowed to use the following documents when checking in for domestic flights: party membership card, journalist card, motorbike or car driving license, airport or port security control card to replace personal identification documents as before.

The above documents are also not used for passengers of foreign nationality when taking domestic flights.

To complete the procedures, passengers who are Vietnamese citizens must present one of the following documents: passport or travel document, separate visa, permanent residence card, temporary residence card, identity card, citizen identification card; identification card, certificate of the armed forces; National Assembly delegate card; card of the National Civil Aviation Security Committee.

Other identity documents must contain the following basic information: full name, date of birth, place of permanent residence, current residence confirmed by the police of the ward or commune where the person is permanently or temporarily residing, with a photo attached, stamped and only valid within 30 days from the date of confirmation.

Another type of document that can be used is a certificate from a competent authority certifying that the passenger has just completed a sentence, a certificate with a photo attached, a stamp on the edge and is only valid for 30 days from the date of confirmation.

Passengers with foreign nationality must use the following personal documents to check in for domestic flights: foreign passport or travel document, separate visa, permanent residence card, temporary residence card issued by Vietnam.

In case a passenger loses his/her passport, there must be an official dispatch from the diplomatic or consular agency of the country of the passenger's nationality or an official dispatch from the foreign affairs department or local police agency where the passport was lost confirming the passenger's identity and the loss of the passport, with a photo and a seal. The official dispatch or official dispatch is valid for 30 days from the date of confirmation.
