No 'your rights, my rights' in implementing key transport projects
That was the emphasis of Prime Minister Pham Minh Chinh when chairing the 5th meeting of the State Steering Committee for important national projects and works, key to the transport sector on April 12.
Prime Minister Pham Minh Chinh said that during the 2021-2026 term, the State will allocate about VND400,000 billion for transport development, the largest among industries and fields and accounting for about half of the total public investment capital.
The Prime Minister emphasized that this is a huge amount of work. The works and projects are distributed widely from the South to the North, with North-South and East-West transport projects connecting 6 socio-economic regions. Therefore, the Steering Committee must regularly review, inspect and urge to complete the assigned tasks.

Regarding the backlog of issues such as 12 loss-making and ineffective projects, 8 projects have been resolved and handled, while 4 projects are still being handled...
Despite many difficulties, the Prime Minister affirmed that "public debt, government debt, and budget deficit are all well controlled, ensuring safety and below the prescribed threshold."
According to the Prime Minister, among the three growth drivers including investment, consumption, and export, export depends heavily on the external market. Therefore, along with continuing to seek markets, find outlets for products, diversify markets and products to overcome this, we must stimulate domestic consumption and promote public investment. Promoting consumption and public investment are two of the three drivers that have been proactive and do not depend much on the outside.
To promote public investment, ministries and branches must step up administrative procedure reform; approve projects early; actively clear land; organize urgent construction, "3 shifts, 4 shifts"; license mines, and provide enough construction materials for contractors. Through public investment, capital is brought into the economy; stimulate economic activities, promote development; create jobs and livelihoods for people.
The Prime Minister asked localities to clearly recognize the importance of public investment in general and strategic transport infrastructure projects in particular, because wherever roads lead, they open up development space, urban and service development; without roads, industrial development is impossible.
"The State has allocated capital, has mechanisms and policies, and is determined to resolve difficulties and obstacles. The issue of promoting projects and works lies in the implementation stage," the Prime Minister noted.
The Prime Minister requested leaders of ministries, branches and localities to promote their responsibility to the Party, State and People, with a spirit of determination, exemplary, positive, proactive and flexible leadership and management; closely coordinate and remove obstacles, not "your rights, my rights"; prevent and combat negativity, corruption, group interests... to promote important national works and projects, key projects in the transport sector.
