At 4:00 a.m. on December 24, the center of the storm was at about 8.3 degrees North latitude; 116.0 degrees East longitude, about 450 km east of Truong Sa Lon Island (belonging to Truong Sa archipelago). The strongest wind near the center of the storm was level 10-11 (90-115 km/h),level 14.
