Not carrying an identity card or other personal identification documents may result in a fine of up to 200,000 VND.

"A warning or a fine of 100,000-200,000 VND will be imposed for any of the following acts: Not carrying an identity card or personal identification documents; Not presenting an identity card or personal identification documents when requested by an authorized person; Not complying with the law on issuing new, reissuing, or exchanging identity cards; Not complying with the law on revoking or temporarily seizing identity cards."

This regulation is stated in the draft Decree on administrative sanctions for violations in the fields of security, order, social safety; prevention and control of social evils; fire prevention and fighting; and prevention and control of domestic violence, which the Ministry of Public Security is currently seeking public opinion on.

The decree also states that the following actions will result in a fine of 200,000-300,000 VND: abandoning one's identity card after being checked or temporarily detained; entering an area requiring a permit without one or with an expired permit.

Using someone else's identity card improperly; erasing or altering an identity card or other personal documents; renting, borrowing, or lending an identity card or other personal documents to others may result in a fine of 1-2 million VND.

In cases of making false declarations, forging documents, providing false information or documents to obtain identity cards or personal identification; forging identity cards but not to the extent of criminal prosecution; or using forged identity cards, the penalty may be a fine of 1-3 million VND.

The decree also stipulates a fine of 3-5 million VND for using identity cards as collateral for the purpose of defrauding or appropriating the property of others.
