No violations detected: Where is the responsibility of the Party Committee?
Through the press, people discover negativity and corruption. So where is the responsibility of local Party committees in discovering and handling negativity and corruption?
Self-criticism and criticism are considered sharp weapons and rules for the Party to develop. However, looking back at recent incidents that have caused public outrage, it can be seen that this work has not been taken seriously in many places.
Implementing the Resolution of the 4th Central Committee (12th tenure), the Ministries, Provincial Party Committees, and City Party Committees are actively reviewing self-criticism and criticizing collectives and individuals. With the Party's very high political determination in the Resolution of the 4th Central Committee (12th tenure) and to effectively implement the Resolution, it is necessary to overcome the situation of being deferential, avoiding, not defending what is right, not fighting for what is wrong in self-criticism and criticism. Thereby, regaining the people's trust in the Party.
Self-criticism and criticism are among the most basic tasks of Party members, which have been clearly stipulated in Article 2 of the Party Charter. This is also an important measure to purify the Party, as well as in the task of Party building and rectification. However, in self-criticism and criticism, there are still situations of deference, avoidance, not defending what is right, not daring to speak out what is wrong, leading to the degradation of political ideology, ethics, and lifestyle of a number of cadres and Party members.
Many violations that have attracted public attention were discovered by the press, not by the Party organization where the incident occurred. A typical example is the Trinh Xuan Thanh case, in which a department had 44 leaders but only 2 employees, the Deputy Director of the Economic Department of the Southwest Steering Committee, 26 years old, had a rapid and strange promotion. Mr. Ha Quoc Tri, Central Inspection Committee, said that from the above cases, it can be seen that press information not only guides public opinion and behavior, but also helps the Central Inspection Committee decide to inspect and supervise Party organizations and Party members.

Mr. Nguyen Thai Hoc, Head of the Internal Affairs Committee of Phu Yen Province Party Committee, said that our efforts are not uniform, so some places do well, some do not. The sad thing now is that local Party committees, especially grassroots Party committees, do not proactively detect violations, but only learn about negative and corrupt cases through people, complaints and denunciations, and through the press and conduct investigations. Thus, we must raise the issue of responsibility of local Party committees in detecting and handling negative and corrupt acts.
The above-mentioned incidents show that the implementation of self-criticism and criticism in some grassroots Party organizations has not been taken seriously in recent times, while this is a "life and death" principle in the Party's organization and operation. Over its 87-year history, our Party has repeatedly looked straight at the truth to admit mistakes and shortcomings and make corrections, so that the Party can become stronger and stronger.
The Ministries, Provincial Party Committees, and City Party Committees conduct self-criticism and collective and individual criticism of the Standing Committee this time in the spirit of the 4th Central Resolution with the aim of having a team of dedicated and capable leaders capable of leading and directing local work, so that our Party can become increasingly cleaner and stronger.
Professor, Dr. Tran Ngoc Hien, former Deputy Director of the Ho Chi Minh National Academy of Politics, affirmed: in criticism, we must absolutely avoid formalism, perfunctoriness, carelessness, avoiding the truth or exploiting this review period to become a fight for personal, impure motives. People, cadres, and party members expect the Party Committee to be open and transparent in self-criticism and criticism, but more importantly, solutions to overcome shortcomings and limitations, and words must go hand in hand with actions so that the people can see that the Party is truly open to learning.
Professor, Dr. Tran Ngoc Hien emphasized: It is necessary to clearly define what criticism and self-criticism are for? What is the basis for self-criticism? It is necessary to determine the space and time for conducting criticism. Criticism is based on the development in the field you are in charge of. It must be specific, not general.
The 4th Central Resolution pointed out one of the 27 manifestations of degradation, self-evolution, and self-transformation, which is: “In self-criticism, there is still concealment and not daring to take responsibility. In criticism, there is still deference, avoidance, and fear of collision. When seeing the right, there is no defense; when seeing the wrong, there is no struggle.” Therefore, self-criticism and criticism are identified as the top important solutions in the tasks and solutions to implement the Resolution.

During the criticism process, if serious violations or shortcomings are discovered, they must be dealt with according to Party discipline.
Self-criticism and criticism are the struggle with oneself and one's comrades. During the review process, obvious shortcomings need to be investigated, examined and handled according to Party regulations and State laws. Only then can the political activity of self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (12th tenure) bring new vitality to Party building and rectification, and bring confidence to the people./.
