'Cannot lose democracy because of family and relatives'
Dr. Hoang Ngoc Vinh believes that the way of doing human resources must be transparent, with clear competition, and cannot lose democracy because of family and relatives.
Recently, with the involvement of the Central Inspection Commission, many Party members and Party organizations that committed violations have been brought to light, including high-ranking officials under the management of the Politburo and Secretariat.
Although welcoming the Party's political determination in the fight against negativity and corruption, public opinion cannot be reassured when unqualified officials who abuse their power and abuse their power still infiltrate the leadership apparatus at the central and local levels.

“Pain” is the common feeling of many cadres and party members when, before the end of the 12th term, many cadres and party organizations at the central and local levels have been subject to disciplinary action.

Lieutenant General Khuat Duy Tien, former Commander of the 3rd Corps, Tay Nguyen Army Corps, said that he strongly supported the resolute spirit of the Politburo and the General Secretary, who were uncompromising towards erring officials, regardless of their positions or the people's expectations. However, he was also deeply saddened when high-ranking officials who should have been role models for the masses were willing to pursue personal interests.

According to Lieutenant General Khuat Duy Tien, cadres must be carefully screened before being appointed. Those who work in the organization must fulfill their responsibilities, arrange, evaluate, and train cadres from the grassroots to put the best people in leadership positions, not giving those who take advantage of buying and selling positions a chance.
In a recent workshop on Party ethics, Dr. Vu Ngoc Hoang, former Deputy Head of the Central Propaganda Department, said that the recent state of official corruption is caused by the reversal of the value system. In appointing officials, personality, which should have been placed in the highest position, is now placed in the secondary position, and in many cases has been pushed aside.
Personnel work needs to be reviewed.

“The process seems very strict, such as having to select from the lower levels, having to have a certain percentage, but clearly, in the organizational apparatus there is cover-up, not daring to speak directly to each other. Especially, the leaders at the provincial or ministerial level have problematic qualities. You should know what your subordinates are like. The way of doing personnel must be democratic, transparent, with clear competition, we cannot lose democracy because of family members or relatives” – Dr. Hoang Ngoc Vinh said.

Remember, before the 12th Party Congress, the personnel issue for the Central Executive Committee was discussed at at least 4 conferences and General Secretary Nguyen Phu Trong firmly affirmed: "This session, we must not allow people with ambition for power, political opportunism, group interests, corruption, waste, and negativity to enter the Central Executive Committee. If there are signs of such, they must not be included."
According to Associate Professor Dr. Nguyen Trong Phuc, former Director of the Institute of Party History - Ho Chi Minh National Academy of Politics, the General Secretary emphasized the word "pass". Therefore, the personnel work for the 12th Congress was carried out according to a strict, thorough, serious and responsible process. However, Mr. Phuc admitted that it is difficult to evaluate a specific person 100% accurately.
“Maybe, when introduced to the Central Committee, that person is good and worthy, but when in position, he or she reveals his or her negative nature. Therefore, the political opportunity and ambition for power that the General Secretary mentioned are very difficult to evaluate. How can we know that the official is ambitious for power and political opportunity because they hide it, even if they are corrupt but say they are very determined to fight corruption. So before the Congress, that is what was assessed, but when they are in position, they use their power to manipulate, plunder, abuse power and abuse power” – Associate Professor, Dr. Nguyen Trong Phuc said.
If officials, especially high-ranking officials, are let in, the consequences will be unpredictable. Therefore, Associate Professor Dr. Nguyen Trong Phuc said that it is necessary to seriously learn from experience in the upcoming personnel work, especially in evaluating officials accurately, choosing the right people with virtue and talent to put into the Party and government apparatus at all levels, including the Central level.
Cadres who have been through practical experience, trained and educated must be selected. Once authority is delegated, it must be strictly inspected and controlled as set out in Resolution 4 of the 12th Central Committee./.
