Hung Dong Small Industrial Zone: "Silent" awaiting policy changes.

(Baonghean) - The Hung Dong small industrial zone (Vinh City) promised to attract many businesses from the very beginning. However, despite being launched in 2005, it remains an empty plot of land to this day.

Few projects have undergone as many changes of ownership as the Hung Dong small industrial park project, which has changed investors more than three times since its conception and provincial approval. The project covers a total area of ​​nearly 40 hectares. When the Railway Real Estate Joint Stock Company took over the project from Lilama Company in August 2010, nearly 40 businesses had already registered to invest in the industrial park.

In reality, the construction of the Hung Dong small industrial park infrastructure has faced numerous difficulties over the past nearly two years. After much effort, the investor has only basically completed a portion of the land compensation for agricultural households in Hung Dong commune, totaling 25 billion VND. The compensation process has dragged on because many households have refused to accept the compensation, citing "the compensation price as too low."

In addition, there is a considerable area of ​​land that has been planned for industrial zones but the investor has not yet proceeded with compensation. This land, with a total length of approximately 1.4 km, lies outside the industrial zone's boundary, along the outer ring road. The failure to provide compensation simultaneously has caused some concern among the households, as this is currently planned land, making long-term cultivation impossible and resulting in land waste.

Mr. Nguyen Xuan Hao, Head of the Hung Dong Industrial Park Project Management Board, stated: "The delay in compensation at this time is unavoidable, as most businesses are currently facing significant capital difficulties, so we are prioritizing compensation only for land within the industrial park's planned area. Furthermore, the Management Board does not want to spend a large sum of money on compensation because we don't know when the province will implement the project to build the outer ring road around the fence, as stipulated in Decision No. 83/2009/QD-UBND of the Provincial People's Committee."

According to this Decision, all businesses undertaking the construction of industrial park infrastructure will benefit from several investment support policies. Specifically, the "construction of off-site infrastructure," including transportation and low-voltage power lines, will be entirely funded by the province. In this project, the 1.4 km of off-site roads are funded by the provincial budget with a total estimated cost of 63.75 billion VND.

Referring to the role of this item, Mr. Hao affirmed: "Although it is a ring road, it is a very important route that determines the success of the project. Without this road, the construction of infrastructure in the industrial park cannot be carried out, or even if the industrial park is completed, it will be difficult for any businesses to dare to invest in building factories. If the construction of the ring road outside the industrial park is not carried out, the Management Board cannot plan the construction of the industrial park's infrastructure." Thus, it is very likely that the Hung Dong Small Industrial Park project, after nearly 8 years of implementation, will once again be "shelved" waiting for policy changes. Meanwhile, the people of Hung Dong commune will once again feel regret because the land, handed over long ago, remains unused, causing waste.
