(Baonghean) - After 10 years of operation, the Southeast Nghe An Economic Zone (EZ) has gathered hundreds of businesses with strategic investors, creating a positive driving force in socio-economic development in the province.

Step by step filling up industrial parks

Up to now, the Southeast Economic Zone and industrial parks of Nghe An province have attracted 187 investment projects. Of which: 156 domestic projects and 31 projects with foreign investment capital. Total registered capital is 35,692.8 billion VND and 1.45 billion USD. Total realized investment capital is estimated at 12,350 billion VND (reaching 34.6%) and 159.64 million USD (reaching 11%).

In particular, it has attracted a number of large-scale projects, the driving force for the following years such as: VSIP Nghe An Industrial Park, Urban Area and Services Project (76.4 million USD); Hemaraj 1 Industrial Park Project Nghe An (92.2 million USD); Hoang Mai 1 Industrial Park Project (812 billion VND), 2 Hoa Sen Steel Plant Projects in Nam Cam Industrial Park and Dong Hoi Industrial Park (10,000 billion VND); Vissai Cement Grinding Station and Seaport Project (3,000 billion VND); DKC Petroleum Depot and Seaport (1,229.2 billion VND); Masan Food Factory (1,695 billion VND), Nghia Dan MDF Wood Factory (1,896.6 billion VND), Cua Lo Deepwater Port (3,733.7 billion VND), wharf No. 5, 6 Cua Lo Port Project (650 billion VND)...

In addition to the Southeast Economic Zone, Nghe An province also has 8 industrial parks approved by the Prime Minister in Document No. 2244/TTg-KTN dated December 22, 2008, which are in the list of industrial parks nationwide prioritized for new establishment until 2015 and oriented to 2020 with a total area of ​​2,860 hectares, including the following industrial parks: Hoang Mai (600 hectares), Dong Hoi (600 hectares), Bac Vinh (60 hectares), Nghia Dan (200 hectares), Song Dinh (300 hectares), Tan Ky (600 hectares), Tri Le (200 hectares), Phu Quy (300 hectares). In 2014, after the Prime Minister decided to adjust Hoang Mai and Dong Hoi industrial parks to merge into the Southeast Economic Zone, Nghe An province had 6 industrial parks with a total area of ​​1,660 hectares in the districts of Tan Ky, Nghia Dan, Quy Hop, Anh Son, Thai Hoa town and Vinh city.

The Southeast Nghe An Economic Zone was established by the Prime Minister in Decision No. 85/2007/QD-TTg dated June 11, 2007. Initially, the Economic Zone had an area of ​​18,826.47 hectares. Up to now, the Government has approved the expansion of the area to 20,776.47 hectares in the districts of Dien Chau, Nghi Loc, Hung Nguyen, Vinh city, Hoang Mai town and Cua Lo town. On August 30, 2007, the Prime Minister issued Decision No. 1150/QD-TTg establishing the Southeast Nghe An Economic Zone Management Board, which is a state management agency under the People's Committee of Nghe An province; with the function of state management in the fields of investment, construction, and development of the Southeast Economic Zone and industrial parks in Nghe An province.

The above results were achieved thanks to the strong direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the coordination of departments, branches and localities in calling for investment attraction, promoting administrative procedure reform and supporting and accompanying businesses. Along with that, there was active support from the Government, ministries, central branches and the consensus of the people in site clearance for projects.

Up to now, Bac Vinh Industrial Park (60 ha) has been 100% filled; Nam Cam Industrial Park (327 ha) has been 96.5% filled; Hoang Mai I Industrial Park (area 289 ha), Dong Hoi Industrial Park (600 ha); Nghia Dan Industrial Park (300 ha)... have filled from 12.7 - 68% of the area. Currently, there are 97 projects in production and business operation. Of which: 80 domestic projects, 17 projects with foreign investment capital, mainly in the fields of garment; electronic components, agricultural, forestry and seafood processing; beer, alcohol and soft drinks; mineral processing; iron and steel production, construction materials; logistics services... and 65 projects under construction.

Production and business results of enterprises in the Southeast Economic Zone and Nghe An Industrial Parks from 2007 to the end of 2016: Total industrial production value reached 40,474.85 billion VND; Total revenue reached 53,759.51 billion VND; Total export value reached: 10,349.57 billion VND; Total payment to the State budget reached: 4,380.57 billion VND and created jobs for 17,353 workers, average income 4.8 million VND/person/month.

Actively accompany businesses

To continue building the key, multi-industry, multi-functional Southeast Economic Zone, focusing on mechanical engineering, electronics, information technology, automobile manufacturing, high-tech equipment, pharmaceuticals, supporting industries, agricultural, forestry and seafood processing as Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of Nghe An development until 2020, Resolution of the 18th Provincial Party Congress has set out. In the coming time, the Southeast Economic Zone Management Board has identified the following key tasks:

- Adjust the master plan for the construction of the Southeast Economic Zone according to the direction of the Prime Minister to ensure that the infrastructure development plan is consistent with the master plans for socio-economic development, industry development plans, land use plans, new rural planning, and other plans with inter-regional, inter-urban, and inter-regional relationships.

- Focus on mobilizing resources to implement the Infrastructure Development Plan (roads, electricity, wastewater, social housing...) to meet the requirements of industrial development, high-tech industry and environmental protection.

- Advise the Provincial People's Committee to continue reforming investment procedures to create a favorable investment environment, attractive enough for investors. Actively coordinate with all levels and sectors, especially central ministries, branches, embassies, international organizations, and enterprises to promote promotion activities and attract domestic and foreign investment. Prioritize attracting secondary projects to industrial parks: VSIP Nghe An, Hemaraj 1, Hoang Mai 1, Nghia Dan and key projects such as the eco-tourism resort of FLC Group, Quynh Lap 2 Thermal Power Plant of Posco Group of Korea...

- Implement well land policies, compensation for site clearance and resettlement to ensure the harmony of interests of land users, investors and the State. Actively coordinate with departments, branches, and local authorities to speed up compensation for site clearance and hand over clean land so that investors can implement projects on schedule.

- Strengthen management of planning, land, environmental protection, labor safety, security and order, fire prevention. Review and revoke projects that are not implemented or are behind schedule.

- Closely combine economic development with environmental protection, ensure stable life, vocational training, create jobs for people whose land is recovered and do a good job of social security in the economic zones and industrial parks.

To successfully carry out the assigned tasks, the Management Board of the Southeast Economic Zone focuses on synchronously implementing solutions, taking administrative reform as a breakthrough and key step, applying information technology, publicizing and making investment processes and procedures transparent, and diversifying forms of receiving documents to save time and costs for investors.

Along with that, regularly contact, dialogue, quickly and legally resolve difficulties and problems for investors and businesses. Support the promotion of brands, products, labor recruitment, human resource training, improving skills, labor discipline, and industrial working style. Implement well the coordination regulations to unify a single point of contact to handle documents and procedures for investors. Gradually turn the Southeast Economic Zone into a driving force for industrial, urban and service development in a synchronous, modern and sustainable direction, contributing to socio-economic development, towards building the Southeast Economic Zone into a key economic zone of the country.

Some key targets by 2020:

- Attract 65 - 75 projects, total investment capital of about 2.5 - 3.0 billion USD.
- Total infrastructure investment capital is about 18,184 billion VND.
- Industrial and service production value is about 16,000 - 18,000 billion VND.
- Export turnover is about 3,000 - 4,000 billion VND.
- State budget revenue is about 1,800 - 2,000 billion VND.
- Create jobs for about 25,000 workers.
