(Baonghean.vn) - Nghe An is determined to successfully build a high-tech forestry zone in the North Central region to promote Nghe An's forest potential. The good news is that this high-tech forestry zone has initially attracted potential investors.

Aspiration to strengthen forest management and protection

According to the Prime Minister's direction in Decision No. 38/2016/QD-TTg dated June 14, 2016, it is clearly stated that the State supports investment in 3high-tech forestry zonein the three regions of the North, Central and South, as a driving force to promote the development of the forestry industry in general and the wood processing and non-timber forest products industry in particular in the region.

However, up to now, no high-tech forestry investment has been implemented in the country.

At the same time, according to national orientation, wood and wood products are currently ranked as one of the 13 key national products and in Directive 08/CT-TTg dated March 28, 2019 of the Prime Minister, striving to bring the export turnover of wood and non-timber forest products to 20 billion USD by 2025, bringing deeply processed products with Vietnamese brands.

Nghe An province determined to invest in constructionThe high-tech forestry zone in the North Central region in Nghe An province aims to promote the advantages and strengths of Nghe An province as well as the North Central region (NCR) to manage and develop the industry sustainably and restructure the forestry industry effectively, contributing to making wood and non-timber forest product processing a driving economic sector in production and export of the region, effectively implementing the national orientation.

Nghe An high-tech forestry zonewill become one of three high-tech forestry zones oriented to be built nationwide according to Decision 38/2016/QD-TTg dated September 14, 2016 of the Prime Minister. At the same time, it demonstrates the aspiration and determination of Nghe An province in implementing Directive No. 08/CT-TTg dated March 28, 2019 of the Prime Minister on a number of tasks and solutions for rapid and sustainable development of the wood processing industry and non-timber forest products for export; Directive 13-CT/TW dated January 12, 2017 of the Central Secretariat on strengthening the Party's leadership in forest management, protection and development.

Regarding the Project on High-tech Forestry Zone in the North Central region, in the conclusion announcement of the Government Office, Deputy Prime Minister Trinh Dinh Dung agreed in principle to establish the High-tech Forestry Zone in the North Central region in Nghe An province.

At a recent committee meeting,Chairman of Provincial People's Committee Nguyen Duc Trungaffirmed that it will be determined to have the Government approve the Project to build a high-tech forestry zone in the North Central region as soon as possible and implement it well when there are potential investors and investors who are very determined to invest here.

There are potential investors

According to the project, the High-tech Forestry Zone in the Central Highlands in Nghe An province belongs to Group 1, which is a zone with a favorable location, located in the center of the North Central region, on the East-West economic corridor, with a synchronous infrastructure system (roads, railways, seaports, airports), industrial parks, concentrated economic zones, and at the same time, this is an area with abundant human resources, skilled and technical in wood and non-timber forest product processing, with rich and diverse resources and a gradually formed logistics system.

The UDCNC forestry zone in the North Central region in Nghe An province has investment capital mainly from enterprises, with the State providing main policy support.

Regarding function: The North Central Coast UDCNC Forestry Zone in Nghe An province is a multifunctional zone like the state-invested UDCNC Forestry Zones, including: (1) applied research; (2) testing; (3) CNC demonstration; (4) human resource training and (5) production of UDCNC products.

Regarding the scale of the UDCNC Forestry Zone in the North Central region in Nghe An province: it is one of the largest areas in the country.

Regarding management and operation organization: a new Management Board will not be established but will be assigned to the Southeast Economic Zone Management Board to carry out management when it comes into operation.

The main products of the Central Highlands Forestry Development Zone in Nghe An province include: High-quality forestry varieties; Intensive forest plantation system applying technology to provide large sources of wood and high-quality NTFPs for processing; High-tech wood and non-timber forest products, supporting products for the wood industry; Providing modern machinery and equipment for the wood processing industry.

The development model of the zone is a combination of state and enterprise management. In which: The Management Board of the Southeast Nghe An Economic Zone is assigned to manage the overall investment activities of the Zone, the Department of Agriculture and Rural Development is responsible for guiding and orienting forestry development in the zone in accordance with regulations; Enterprises invest in infrastructure, manage the activities of each functional sub-zone according to the enterprise model, specifically:

+ High-tech forestry seed production center: invested and managed by Thien Minh Duc Group Joint Stock Company, operating according to the enterprise model.

+ Wood and non-timber forest products production and processing area: Thien Minh Duc Group Joint Stock Company invests in infrastructure and coordinates with the Southeast Economic Zone Management Board to attract secondary enterprises to invest and develop.

+ Trading floor combined with exhibition of raw wood, wood products and non-timber forest products: invested and managed by a number of forest product processing companies, operating according to the business model.

Currently, the project in Functional Sub-area 1 has been invested by Thien Minh Duc Group Joint Stock Company. Up to now, the Company has conducted field surveys, made plans, and applied for approval to implement the Project of High-tech Forestry Seedling Production Center in Nghi Lam Commune, Nghi Loc District and the Provincial People's Committee has approved the Plan.

The company has coordinated with 14 forest owners to sign a contract in principle for forest planting association; reviewed the area and current status of production forest land, established a joint project to implement the Plan for developing business material areas.large timber plantationassociated with sustainable forest management and forest certification, planting non-timber forest products under the forest canopy has been approved by the Provincial People's Committee.

Ms. Chu Thi Thanh - Chairwoman of the Board of Directors of Thien Minh Duc Group said that the group will implement sustainable forest planting, harvest under the forest canopy and always have forests here.

Objective: To build a high-tech forestry zone (KLNUDCNC) in the North Central region in Nghe An province to become one of three KLNUDCNC in accordance with the Law on High Technology and the Government's regulations in Decision No. 38/2016/QD-TTg dated September 14, 2016.

- Developing the forest economy according to the value chain from seedlings, sustainable forest management, high-quality forest planting, exploitation, processing, and product consumption to increase the value of forest products. By 2025, the wood and non-timber forest products processing industry will become the driving force of the entire North Central region and Nghe An province. Building Nghe An into a large wood processing and export center in the North Central region and the Central region.

- Strive to bring the export turnover of wood and forestry products of the North Central region to about 2.0 billion USD by 2025, aiming to reach about 3.0 billion USD by 2035.
