According to Director of Hanoi Department of Culture and Sports To Van Dong, the "Code of Conduct for Hanoi City's administrative agencies and units" is expected to be approved and issued on the first day of 2017.
According to the draft, the Code of Conduct for officials, civil servants, public employees and workers in Hanoi's state agencies has 6 chapters and 16 articles, with the aim of building a professional, standardized and effective capital administration.
Some specific rules are given that the dress code when going to the office should be polite and neat: Use polite office attire (wear shirts with sleeves, collars; wear knee-length skirts); neat hair; no tattoos, offensive drawings; use appropriate jewelry, cosmetics, and perfume.
In dealing with colleagues: Do not advertise, solicit, or invite colleagues and citizens to buy, sell, or exchange goods or services of a business nature during office hours.
When dealing with people, do not cause tension, anger, intimidation, or attack them. If there is a conflict, it is necessary to seriously admit shortcomings and proactively resolve them as individuals, without affecting the agency, unit, or organization.
In residential areas, do not organize lavish, ostentatious, wasteful parties, weddings, funerals, longevity celebrations, birthdays, housewarmings, promotion celebrations... that affect the community...
The subjects of application of the Code are civil servants working in Party agencies, state agencies, socio-political organizations, armed forces and public service units of Hanoi city.
According to Mr. To Van Dong, in order to issue the code of conduct, the Department conducted surveys, research, assessment of the current situation, and sociological investigations in many areas of the city.
"The process of developing the Code of Conduct is very strict and elaborate, and the City is very careful when issuing regulations. However, whether the Code of Conduct, when issued, will be accepted by cadres, civil servants and public employees is what is expected," said Mr. Dong.
He also said that the Code of Conduct is not a legal document, but sets out general standards and recommendations for cadres, civil servants and public employees to implement.
