On the morning of January 13, the Central Organizing Committee held a national conference to review Party building and organization work in 2021 and deploy tasks for 2022.

Attending the conference were Politburo members: Truong Thi Mai - Secretary of the Party Central Committee, Head of the Central Organization Committee; Phan Dinh Trac - Secretary of the Party Central Committee; Head of the Central Internal Affairs Committee; Tran Thanh Man - Permanent Vice Chairman of the National Assembly; Nguyen Xuan Thang - Secretary of the Party Central Committee, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; General Luong Cuong - Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; Dinh Tien Dung - Secretary of the Hanoi Party Committee.

Also attending was comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department.

COMPLETE A LARGE WORK

In 2021, the industryParty building organizationhas advised on the successful completion of assigned tasks. Notably, it comprehensively, synchronously and effectively implemented all aspects of Party building and organization work; basically completed all projects and tasks submitted to the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels according to the 2021 work program and plan.

Human resources consultant13th National Party Congress, deputies of the 15th National Assembly, deputies of People's Councils at all levels, and the completion of State leadership positions for the 2016-2021 and 2021-2026 terms must ensure prudence, thoroughness, and objectivity.

The sector has advised to promote the work of building and rectifying the Party and the political system, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party at a higher level and with stricter requirements. Conclusion No. 21-KL/TW is a high political determination to contribute to building a strong and clean Party in all aspects, improving the Party's leadership, governing capacity, and fighting strength.

The reorganization of the apparatus, streamlining of staff, building job positions associated with improving quality and restructuring the team of cadres, civil servants and public employees have achieved many important results.

ResultstreamliningThe entire political system has achieved and exceeded the set targets, overcoming the situation of increasing staff during the term. As of June 30, 2021, the entire political system had more than 2,887,500 staff, a decrease of more than 762,800 staff (equivalent to 20.9%) compared to April 30, 2015.

In particular, the whole industry has made great efforts to advise and complete some new and difficult contents in personnel work, such as: Regulations on personnel planning, conclusions on appointment age, introduction of candidates; encouraging and protecting dynamic and creative cadres for the common good, rewarding contributions, reviewing equivalent positions, etc. Thereby contributing to the gradual improvement of the cadre system.

At the same time, working methods, styles, routines, and manners have been scientifically and creatively innovated; task implementation is increasingly professional, practical, and effective. In staff work, we are always proactive, decisive, urgent, set an example of responsibility, open-minded, and listen, creating a spreading influence throughout the industry.

At the conference, delegates exchanged and discussed the implementation of Party building and rectification, regulations on setting examples, sharing good practices, good experiences, creative and effective lessons from practice.

ENCOURAGE AND PROTECT CADRES TO DARE TO THINK, DARE TO DO, FOR THE COMMON INTEREST

Speaking at the conference, comrade Truong Thi Mai acknowledged and highly appreciated the results achieved by the Party Building Organization sector in the past year.

The Head of the Central Organizing Committee emphasized that 2022 is of great significance, creating a foundation for implementing important goals of the Party's Resolution XIII and the Resolutions of Party Congresses at all levels. The work of preventing and combating the Covid-19 pandemic still faces many difficulties. Promoting the achieved results and overcoming the shortcomings pointed out, the entire Party Organization and Construction sector continues to make efforts and is determined to effectively carry out its tasks, contributing to the successful implementation of the Resolution of the Party's Resolution XIII and the Resolutions of Party Congresses at all levels.

Focus on key tasks: Implement the 2022 work program to ensure progress and quality; Focus on advising on the implementation of 19 projects on Party building organization in the work program of the Central Executive Committee, Politburo, and Secretariat in 2022 to ensure progress, quality, and efficiency.

Continue to advise on the synchronous implementation of all stages of personnel work; urgently deploy the development of personnel planning for the 2025-2030 and 2026-2031 terms according to Regulation No. 50-QD/TW of the Politburo. At the same time, encourage and protect dynamic, creative, daring-to-think, daring-to-do cadres who always strive for the common good; deploy research and develop a number of mechanisms and policies on personnel work.

At the same time, the Party Organization and Building sector continues to advise on innovation, perfecting the organizational apparatus, and improving the operational efficiency of the political system. Summarizing the implementation of payroll management in the 2016-2021 period; proposing payroll for the political system in the 2022-2026 period.

The sector resolutely and persistently advises on the synchronous implementation of groups of tasks and solutions in Conclusion No. 21-KL/TW, dated October 25, 2021 at the 4th Conference of the 13th Central Executive Committee on promoting Party building and rectification and the political system; resolutely prevent, repel, and handle Party members and officials who have degraded in ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".

At the same time, the sector directed the implementation of regular tasks on consolidating and improving the quality of grassroots party organizations and party members; continued to do well the work of protecting internal politics; attached importance to scientific research, summarizing practices, and supplementing theories on Party building and organization work.

Continue to improve the quality of propaganda work on Party building; strengthen inspection and supervision work; build a clean and strong Party building organization sector.
