On the morning of July 26, the Nghe An Union of Science and Technology Associations held the 6th Congress of Delegates for the 2019-2024 term to evaluate the results of the past term, set out directions and tasks, and elect the Executive Committee for the new term.

Attending the congress, on the Central side, there was comrade Le Cong Luong - Deputy Secretary General, concurrently Chief of Office of the Vietnam Union of Science and Technology Associations. On the Nghe An province side, there was comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of provincial departments, branches and sectors.

Gather and promote intellectuals

The report on the activities of the Nghe An Union of Science and Technology Associations, Session V, presented at the Congress affirmed that the organization work continues to be consolidated and developed. In the past, 3 new associations were admitted and 2 affiliated scientific organizations were established, including: the Center for Environmental Education and the Nghe An Invention Club. Up to now, the Nghe An Union of Science and Technology Associations has 26 member associations; 8 centers, institutes and clubs with a total of nearly 95,600 members.

During the past term, the Provincial Union of Science and Technology Associations has gathered, united and promoted the potential and intelligence of the scientific, technical and technological intellectuals in researching and applying many valuable scientific and technological topics in social life; affirming the position and role of the Union of Science and Technology Associations in contributing to the socio-economic development of the province in particular and the country in general.

Through research, we have discovered and preserved a number of rare and valuable plants and animals that can be developed into typical and specialty products of Nghe An such as: golden flower tea, mu tu tree, konjac tree, Puxalaileng ginseng, etc.

Many topics and applied projects have been implemented, meeting the practical requirements of production and life such as: converting the crop structure on highland rice fields to growing raw sugarcane; ginger growing model under forest canopy and raising Quy ducks for the Kho Mu people in Que Phong district; bon bo tree conservation model and livelihood development for ethnic minorities; community-based waste management, classification and collection model in Nam Dan, Dien Chau districts, Hoang Mai town;...

During the term, the Union of Associations has also actively participated in valuable consulting and critical activities on the Party's guidelines, directives, resolutions, and State policies related to the fields of science, technology, engineering; planning, plans, programs, and socio-economic projects of great influence. Typically, critical comments on the general planning for the construction of the Southern Nghe An - Northern Ha Tinh region; and adjustment of the general planning for the construction of Vinh city to 2030, with a vision to 2050.

It is also a criticism of the project to plan the system of relics in the province; the project to prevent saltwater intrusion, retain fresh water and improve the environment on Lam River; the project to build a model to ensure network security and order for state agencies in the province...

The Union of Associations is also the organization assigned by the Provincial People's Committee to preside over and coordinate with a number of departments and branches to organize the annual Creativity Contest for Youth, Adolescents and Children, contributing to promoting the widespread creative emulation movement among the young generation, with nearly 1,000 valuable products and models entering the final round after 6 competitions.

Besides the success, the activities of the Association are also facing some problems that need to be overcome. These include the socialization of science and technology activities; education and training; public health care; community development, hunger eradication and poverty reduction, which are not yet effective.

The work of popularizing the application of science and technology in production and life is still fragmented; mechanisms and policies for science and technology activities are not numerous.

Promote criticism and consultation activities

Speaking at the Congress, in addition to appreciating the role and contributions of the Nghe An Union of Science and Technology Associations, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee also frankly pointed out a number of limitations requiring the Union of Associations to overcome in the next term.

The intellectual team is larger but not strong, lacking many leading experts with influence in the region and the whole country. Innovation in working methods, coordination in performing consulting and critical tasks, and solidarity and gathering of intellectuals are still limited.

Affirming that the development of science, technology and engineering in the world, the region and the whole country is taking place strongly, especially the industrial revolution 4.0 and the socio-economic development requirements of the province, comrade Le Hong Vinh suggested that the Nghe An Union of Science and Technology Associations continue to unite, gather intellectuals inside and outside the province, promote the creative intelligence of the intellectual team, contribute to the cause of socio-economic development; ensure national defense, security and build the political system of the province.

The Union of Associations needs to promote consulting and criticism activities, ensuring that the Party and State's guidelines and policies as well as the province's development orientations and mechanisms and policies maximize their effectiveness in practical social life; along with that, encourage intellectuals to research and transfer the application of science, engineering and technology into practice; constantly strengthen the organization and innovate practical and effective operating methods.

On this occasion, the Vietnam Union of Science and Technology Associations awarded the Medal for the cause of science and technology development to 4 individuals; awarded Certificates of Merit to 2 individuals with outstanding achievements for 5 consecutive years; awarded Certificates of Merit to 7 collectives and 8 individuals with outstanding achievements in 2018. The Provincial People's Committee awarded Certificates of Merit to collectives and individuals with outstanding achievements in the development of Science and Technology Associations in the province.
