Review according to Resolution 4 of the Central Committee (term XII) in Nghia Dan: Do not implement the movement style

(Baonghean) - Nghia Dan District Party Committee has completed the review work in accordance with the spirit of Resolution of the 4th Central Conference, many shortcomings and limitations have been "named".

After having a plan to implement the review in the spirit of the 4th Central Resolution (12th tenure) on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party Committees and grassroots Party cells under the Party Committee, the Standing Committee of Nghia Dan District Party Committee established 11 working delegations, each delegation led by a member of the Standing Committee of the District Party Committee, tasked with directing and guiding the Party Committees and grassroots Party cells under the District Party Committee to prepare and best implement the review work, and to attend and evaluate the review conference at the grassroots level.

Comrade Vu Ngoc Thao - Head of the District Party Committee's Organizing Committee said: "Before each delegation performs its tasks, the Standing Committee of the District Party Committee and the Organizing Committee provide specific instructions, emphasizing the importance of careful preparation before the review. At the grassroots level, if any unit is not well prepared, the review will not be conducted."

Thanks to the careful preparation, the quality of the review conferences has also been improved, going into practical depth. Along with pointing out the signs of degradation, the district Party Committee has noted to link them to specific "addresses", which are responsible individuals and groups, thereby demonstrating a serious, responsible spirit and attitude, looking straight at the truth in self-criticism and criticism.

Many shortcomings and limitations have been "named", for example, through the inspection of the leadership, direction, construction and implementation of working regulations of grassroots Party committees at grassroots Party Committees, it was found that the People's Committee of the commune has not reported to the Executive Committee, the Standing Committee of the Party Committee according to the regulations (such as Nghia Lac commune), many Party members are absent from Party cell activities (Nghia Hoi commune)...

Or there are still cases of cadres who are lax in financial management, repair, and basic construction, and have been disciplined (Nghia An commune, Nghia Lam commune) and there are cases that are being inspected (Nghia Loi commune, Nghia Lac commune). Some units only admit their shortcomings when there are inspection and verification results from competent authorities (such as Nghia An, Nghia Lam, Nghia Lac communes)...

In Nghia Hieu commune, the review process of the Commune Party Committee also showed a spirit of openness, seriousness, and not hesitating to look at shortcomings to find solutions. Before the collective, the Secretary of the Commune Party Committee, Hoang Ngoc Linh, frankly admitted that he still showed signs of lacking closeness to the grassroots, lacking inspection and supervision, and not grasping the aspirations of the people, for example, the manifestation of land and mineral resource management was not strict, still allowing some individuals to illegally mine stones in Le Lai hamlet; or financial management still had outstanding debts and late payments, such as the commune's kindergarten project...

Or comrade Ngo Sy Binh - Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee also specifically linked the content expressed in the resolution with the actual work he was undertaking when taking responsibility, but there was a lack of inspection, urging, not having a firm grasp of the basis, the implementation process was still prolonged, causing the socialized fund to build the Son - Mong primary school to date only meet 50% of the plan while the project has been put into use for a while.

Besides, the role of criticism and self-criticism, the collective's comments and analysis of each individual have brought positive effects and contributed to further improving the quality of reviews in many places of Nghia Dan locality.

In Nghia Trung commune, according to the Party Secretary of the commune, Bui Huy Tru, due to low awareness and incorrect understanding, at first some party members commented that there were signs of "self-evolution" and "self-transformation" within the organization, or signs of overlapping identification, but after being carefully analyzed and given specific instructions by superiors, they understood more correctly, affirmed that there were no signs in group 3 and grouped the overlapping content into 1 specific sign.

“In addition, some party members are still afraid because they think that receiving many manifestations means they have many shortcomings. We have to “clear their minds” so that they understand that self-criticism is to help party members see their shortcomings and shortcomings, and propose measures to overcome and correct them, not to discipline each other,” added the Party Secretary of Nghia Trung commune.

Overall assessment and review in the spirit of Resolution 4 of the Central Committee (term XII) in Nghia Dan district have achieved initial positive results, but as comrade Phan Tien Hai - Standing Deputy Secretary of the District Party Committee commented: "Implementing Resolution 4 of the Central Committee (term XII) is determined to be a long-term task, requiring the participation of the entire political system, deeply rooted in the thoughts, ideas and actions of each person. Therefore, it is impossible and should not be required to do it quickly and urgently in a mass movement manner".

“In the coming time, based on the identified manifestations, the Party Committee of Nghia Dan district has determined to continue to do a good job of ideological work, starting with the transmission of information, raising both awareness and consciousness of studying political theory - an issue that many individuals still recognize as their own limitations when reviewing. In addition, pay more attention to administrative reform, associated with building working discipline, awareness of solving work, especially of the team of cadres and civil servants who regularly contact the people.
