(Baonghean.vn) - Implementing the program of meeting with voters before the National Assembly session, on the morning of April 24, National Assembly delegates from Nghe An province in electoral district No. 1, including Mr. Phan Dinh Trac - Member of the Central Committee of the Party, Deputy Head of the Central Internal Affairs Committee; and Ms. Vi Thi Huong - Deputy Director of Tay Nam General Hospital, visited Bao Nam commune (Ky Son district) to meet with voters. Representatives from the People's Council and People's Committee of Ky Son district also attended.

Bao Nam is a particularly disadvantaged mountainous commune in Ky Son district; located more than 17 km from Muong Xen town, with 100% of its population being Khmu ethnic people. Due to the predominantly hilly and arid terrain, harsh natural disasters, and the lack of flat land and rice paddies, production and transportation for the people remain very difficult. Thanks to government investment, the commune has received some basic infrastructure projects such as roads, schools, and electricity. However, due to long-standing slash-and-burn farming practices and small-scale livestock raising, income remains low, resulting in Bao Nam still having 440 out of 619 households living in poverty, accounting for 71.8%; only 4 out of 10 villages have community cultural centers, and many roads from the commune to the villages are still difficult to navigate.

After hearing some basic information about the socio-economic situation in the area, on behalf of the National Assembly delegates in the constituency, Ms. Vi Thi Huong reported to the voters on the basic contents approved at the 6th session and the planned program for the 7th session of the 13th National Assembly, including: amending and approving 14 draft laws and resolutions; giving opinions on 17 draft laws; the results of implementing supreme supervision programs on socio-economic issues; continuing to question and answer questions; hearing reports on the results of implementing the amended Constitution and many other important contents.

Representatives from the Provincial National Assembly Delegation and the District People's Council also attended the meeting.

During the meeting, 25 opinions from representatives of voters in Bao Nam focused on 14 groups of issues: the government should definitively resolve land disputes between Huoi Hoc village; continue to invest in the construction of several roads from the commune center to the villages; invest in improving the infrastructure of preschools and equipment for the commune's health station; ensure the quality of livestock provided to farmers, and continue to consider providing cattle breeds to some poor farmers and the people in the commune in general; the electricity price of 2,900 VND/kw in some villages that already have electricity is too high; the government's support for new rural road construction is still too little…

Representatives of the Ky Son District People's Council explained several issues within their jurisdiction; and also expressed their hope that the National Assembly would continue to pay attention to helping Ky Son overcome some difficulties.

During the meeting with voters, Comrade Phan Dinh Trac spoke, sharing his concerns with officials and people of Bao Nam commune regarding poverty reduction in mountainous areas in general and Western Nghe An in particular. He questioned why Nghe An, despite its many advantages and significant state investment over the years, remains poor and has a high poverty rate. Through suggestions about the experience of cultivating certain crops and livestock in other provinces, he hoped that the district and commune would guide the people in exploiting local land advantages, cultivating and raising native crops and livestock suitable for the area to overcome poverty; commune officials should set a good example; and the district should actively integrate and utilize state investment resources to guide and support the locality.

Responding to voters' suggestions, Comrade Phan Dinh Trac clarified that the current mechanism for rural road construction is that the province provides loans for cement, the district provides support for sand and gravel, but the transportation costs must be covered by the local community and the people through labor and effort. He also noted that disadvantaged communes have large-scale state investment programs such as Program 30a and Program 135. He requested that the locality continue to invest in education, healthcare, and public health; develop healthy community cultural and sports activities; guide children towards suitable professions; and asked the police to investigate several cases of fraudulent loans for overseas labor export.

First and foremost, the commune and district must strengthen inspection and supervision of seed supply; any unit supplying plant or animal seeds, or recruiting personnel, must have the introduction and guidance of the district; gambling and alcohol abuse must be strictly curbed and dealt with; and land disputes between villages and communes must be resolved definitively to build and maintain internal unity and people's solidarity, thereby maintaining order and security in the area.

On the occasion of meeting with voters in Bao Nam district, on behalf of the Nghe An National Assembly Delegation, Comrade Phan Dinh Trac presented 50 gift packages, each worth 500,000 VND, and a carton of TH fresh milk to poor households in the area.
