Bao Nam is a mountainous commune in a particularly difficult area of ​​Ky Son district; the commune is more than 17 km from Muong Xen town with 100% of the population being Khmu people. Due to the terrain being mainly steep, arid hills, severe natural disasters, and lack of flat land and rice fields, production and travel conditions of the people are still difficult. With the attention and investment of the state, the commune has been invested in a number of basic infrastructure works such as roads, schools and electricity. However, due to the long-standing practice of slash-and-burn farming and small-scale livestock raising, and low income, up to now, Bao Nam still has 440/619 poor households, accounting for 71.8%; only 4/10 villages have community cultural houses, many roads from the commune to the village are still difficult...

After listening to some basic features of the socio-economic situation in the area, on behalf of the National Assembly Deputies in the constituency, Ms. Vi Thi Huong reported to voters the basic contents passed at the 6th session and the expected program at the 7th session of the 13th National Assembly, including: amending and passing 14 draft laws and resolutions; giving opinions on 17 draft laws; results of implementing the supreme socio-economic supervision programs; continuing to question and answer questions; listening to reports on the results of implementing the amended Constitution and many other important contents.

At the meeting, there were 25 opinions from representatives of Bao Nam voters focusing on 14 groups of issues: the state should pay attention to resolving the dispute over the land between Huoi Hoc village; continue to pay attention to investing in building a number of routes from the commune center to the village; invest in completing the infrastructure for kindergartens and equipment for the commune health station; provide breeds for people to ensure quality, continue to consider providing cow breeds to some poor farmers and people in the commune in general; the electricity price of 2,900 VND/kw in some villages that already have electricity is too high; the state's support for building new rural traffic is still too little...

Representatives of the People's Council of Ky Son district explained a number of issues within their authority; at the same time, they hoped that the National Assembly would continue to pay attention to Ky Son to help it resolve some difficulties.

Attending the meeting with voters, comrade Phan Dinh Trac spoke and shared with the cadres and people of Bao Nam commune the concerns surrounding the implementation of hunger eradication and poverty reduction in mountainous areas in general and Western Nghe An in particular. Why does Nghe An have many advantages and receive great attention and investment from the state over the years but the province is still poor and the poverty rate is still high? Through suggestions on the experience of planting some seedlings in other provinces, he hopes that the district and commune will have directions for people to exploit the advantages of local land, plant and raise native plants and animals suitable for the locality to rise up to hunger eradication and poverty reduction; commune cadres must set an example; at the same time, the district must actively integrate and utilize state investment resources to guide and support the locality.

Explaining the voters' recommendations, comrade Phan Dinh Trac clearly stated the current mechanism for rural traffic construction: the province has lent cement, the district has supported sand and gravel, and the transportation costs require the locality and people to contribute labor and effort to build traffic; for difficult communes, there are large state investment programs such as 30a, Program 135, etc. He requested that the locality continue to invest in education, health care and people's health care; develop healthy community cultural and sports activities; guide children to find suitable jobs to study; request the police to investigate some cases of lending for labor export with signs of fraud.

In the immediate future, the commune and district must strengthen inspection and supervision of seed supply. Any unit that supplies plant and animal seeds or recruits people or laborers must have the introduction and guidance of the district; limit and strictly handle gambling and alcohol abuse; pay attention to thoroughly resolving land disputes between villages and communes to build and maintain internal solidarity and people's solidarity to maintain order and security in the area.
