Checking the qualifications of the Deputy Secretary of Binh Dinh Provincial Party Committee

On July 25, Mr. Tran Kim Hung - Head of the Organizing Committee of Binh Dinh Provincial Party Committee - confirmed that the leaders of Department 5 of the Party Central Committee's Inspection Commission had come to Binh Dinh to verify and check the information reflected by a number of retired officials related to Mr. Le Kim Toan - Standing Deputy Secretary of the Provincial Party Committee, delegate of the 14th National Assembly.
According to the complaint, during the period 2011-2013 when he was still the head of the Propaganda Department of the Binh Dinh Provincial Party Committee, Mr. Toan was allowed by the Provincial Party Committee to study for a doctorate in educational management at Bulacan University (Philippines) in the form of short-term study abroad.
Mr. Toan then declared in his supplementary party membership profile that he had a doctorate degree. In May 2015, in the list of candidates announced by the Binh Dinh Provincial Party Committee, Mr. Le Kim Toan had the professional qualifications of “doctorate in education management, university of law”.
However, in May 2016, in the list of candidates for the 14th National Assembly of Binh Dinh province, Mr. Toan's title was recorded as "Master of Education Management".
Mr. Tran Kim Hung said: “During the process of preparing the personnel file, the leader of Department 2 of the Central Organization Committee discussed with me that he asked Mr. Toan to write a document to the Ministry of Education and Training to confirm whether the doctorate degree he studied in the form of his studies was recognized by the Ministry or not. I told Mr. Toan that many people went to study together so let them write a document to ask first and then he asked later. Recently, when I asked again, Mr. Toan said he had not sent a document to the Ministry of Education and Training yet.”
Regarding his candidacy for the National Assembly, Mr. Toan only declared that he had a master's degree. Mr. Hung said that "perhaps Mr. Toan saw that the Ministry of Education and Training had not recognized his doctorate degree, so he did not declare it anymore."
